<br />c ~ 1 g 81 Recommend at ions <br /> <br /> <br />As a result of the detailed investigations for better utilization <br /> <br /> <br />of the Arkansas River Basin water in Colorado, it is recommended that: <br /> <br /> <br />I. Administration of the water resources remain a function of <br /> <br /> <br />the state engineer to prevent divided administrative authority. <br /> <br /> <br />2. Accurate and continuous discharge records be obtained of major <br /> <br /> <br />tributary inflow, as these are necessary to evaluate accurately <br /> <br /> <br />the water resources. <br /> <br />3. Accurate and continuous records be obtained of al I "operational <br /> <br /> <br />water" returned to the stream from canals by surface channels. <br /> <br /> <br />4. Recorders be installed on all wells and ground water measurements <br /> <br /> <br />be continued at strategic locations. <br /> <br /> <br />5. The water quality investigations in the Arkansas River basin be <br /> <br /> <br />permanently maintained and that similar investigations be initiated <br /> <br /> <br />and/or maintained throughout the state. <br /> <br /> <br />6. Computer and/or other studies be continued to determine: <br /> <br /> <br />a. The historic or corrected historic supply vested rights were <br /> <br />entitled to divert. <br /> <br /> <br />b. The potential amount of water available from winter diversions <br /> <br /> <br />and excessive canal diversions. <br /> <br />c. The manner and the facilities required to reregulate the <br /> <br /> <br />surface supply and to integrate the use of ground water for <br /> <br />the provision of a more timely and dependable water supply. <br /> <br /> <br />d. An equation, using the Canon City gage as an index, which <br /> <br /> <br />would permit upstream diversions "out of priority," when <br /> <br /> <br />justified, by larger conjunctive uses below Pueblo. <br /> <br />7. Investigations be continued on flood control and methods of <br /> <br /> <br />salvaging water lost through non-beneficial use by phreatophytes. <br /> <br /> <br />8. After the development of a plan or plans for conjunctive USe <br /> <br /> <br />have been developed, economic studies of benefits and repayment <br /> <br />abil ity be made for economic justification and repayment of <br /> <br /> <br />administrative and capital costs prior to commitment of any <br /> <br /> <br />large expenditures. This recommendation does not preclude the <br /> <br /> <br />development of less expensive pilot programs that can be inte~ <br /> <br /> <br />grated into the overall basin concept. <br /> <br />vi i <br />
