implementation to occur, thc Forum continues to urge the

Department, the Ad~inistration, and Congress to establish
o
~ necessary legislative authority for a separate Colorado
0')
"" River Salinity Control Program to be funded under the

Secretary of Agriculture.

Research and Edllcation - In FY 1983, the Agricultural

Research Service (ARS) received an. additional $600,000

funding to expand upon salinity related rasearch. Through

the efforts of various ARB salinity and water conservation

research facilities, an expanded salin~ty research effort has

been initiated.

This research effort while targeted for

Colorado River s2linity control, vlill provide research

information and improved technology which will benefit other

national salinity ilct!.vities. Ongoing ".ctivities on new and

developing irrigation techniq~es such as oablegation and

level-basin irrigation systems in Grand Valley have proven

quite successful. Tje ~ucce3sful us~ of saline or brackish

drainage return flOW '1ator in cvntrolled field experiments in

the San JOe.quin 2.od Imperial Valleys will also be useful in

the Colorado River B~sin.

The Cooperative St2tc Ressaroh Service (CSRS) and the

State agrlc~ltura]. exrycriment stations in the West have a

regional research project through which cooperative research

is planned and ,earr'ied out.

The project l<nown as "The

Physico-Chemical Ba~is for ManagIng Salt-Affected Soils" and

is aimed at understandiug physical Bnd chemical factors that

affect the reclamation of soil and geolo6~c materials, and

-22-

"1J
