<br />Colorado River basin management. These lists included <br />diverse categories of people (including future genera- <br />tions), political entities, and non-human communities <br />dependent on water. Each group then considered the <br />factors that encourage and inhibit participation by <br />stakeholders. Common driving forces for participation <br />include growing demands for water, concerns for the <br />environment, and recognized needs to defend or assert <br />rights through institutional channels such as litigation <br />or legislation. On the other hand, the groups identified <br /> <br />18 <br /> <br />coJrnon inhibiting forces as including economic bur- <br />dens (i.e., the cost of participating), cultural differ- <br />enc~s, and a perceived lack of urgency. Finally, the <br />grofPs discussed ways to ensure more meaningful par- <br />ticiration, and again they all came up with some com- <br />mo~ suggestions: improve informational outreach and <br />eduicational efforts appropriate for the audience; <br />improve institutions to ensure that participation will <br />ma*e a difference; and provide financial resources to <br />enable all stakeholders to participate. <br />! <br /> <br />
