It was confirmed <br />that the Independent Panel Members and Reclamation received the document on August 5, 2002. For your <br />information, a copy of the final document (excluding the four 2-inch binders of Exhibits) is included in <br />the handout material for the Board meeting. <br /> <br />It was noticed, during a later review of the document, that some of the exhibit numbers referenced <br />in the documents were missing and two exhibits were inadvertently left out of the submittal. A letter and <br />an errata sheet along with the two documents, which were inadvertently left out, have been assembled and <br />were mailed on August 9, 2002, to all of official recipients of the document. I have been advised by <br />Reclamation staff that comments were received from the Colorado River Board, Arizona State Land <br />Department (ASLD) and one of the ASLD's lessees by the August 5, 2002, deadline. According to <br />Reclamation, the Ft. Yuma-Quechan Indian Tribe has requested an extension to submit its comments. <br />Reclamation has agreed to grant the requested 30-day extension, until September 5,2002. <br /> <br />According to Reclamation's schedule, the next critical date in this process is September 20, 2002, <br />when comments on submittals from other parties are due to be received by the Panel members. Following <br />the submission of these comments, the Panel members are scheduled to hold an informal hearing on <br />October 10, 2002. <br /> <br />lIDISDCWA Conserved Water Transfer <br /> <br />Included in the Board folder is a letter, dated August 5, 2002, from the Imperial Irrigation <br />District (lID) to Governor Davis proposing a plan whereby lID would undertake a fallowing program to <br />conserve and transfer water, up to 100,000 acre-feet, to the SDCW A for a five year period ("interim <br />period") during which additional time would be available for both the State and Federal governments to <br />develop a long-term program for reclamation of the Salton Sea. Beginning in year six, lID would then <br />commence efficiency-type conservation measures while reducing fallowing each year through year ten. <br />lID has spelled out certain conditions for implementing this proposal that if met would allow lID to <br />execute the Quantification Settlement Agreement (QSA) by the December 31, 2002, deadline. <br /> <br />Extensive meetings are being held among the water agencies, state offIcials, and others to develop <br />an acceptable program to all of the parties that will enable execution of the QSA by the December 31" <br />deadline. <br /> <br />Basin States/Ten Tribes Discussion <br /> <br />Minute No. 308 <br /> <br />In the past, the Board has discussed the climatic conditions that exist in the Rio Grande Valley, <br />and the current water deficit (1.4 MAF) that has accumulated against Mexico in meeting its treaty <br />obligations for water delivery to the United States. On June 28, 2002, the American and Mexican Sections <br />ofthe International Boundary and Water Commission (IBWC) met in Ciudad Juarez, Chihuahua, Mexico <br />and executed Minute 308 to the 1944 Mexican Water Treaty. Minute 308 addresses issues related to the <br />binational management of the Rio Grande in the context of the several years of sustained drought within <br />the Rio Grande Basin.
