<br />002474 <br /> <br />. <br /> <br />. <br /> <br />Lower Colorado Water SUDDiv Proiect <br /> <br />As you are aware, the County of San Bernardino has been, fOT some time, attempting to secure a <br />water supply (150-175 AF) for its Park Moabi adjacent to the Colorado River. The County originally had <br />an agreement in principle to lease water from Mr. Sonny Gowan as part of his Present Perfected Right <br />No. 32 located in Riverside County. Reclamation has indicated that it was not inclined to approve the <br />proposed lease due to possible injury to junior priority Colorado River water users in California. As an <br />alternative, Reclamation met with representatives from the Bureau of Land Management (BLM) on June <br />10'h, at which time BLM's representative was supportive in making water available, via lease agreement, <br />to Park Moabi from BLM's 1,150 acre-foot per year entitlement from the Lower Colorado Water Supply <br />Project. Included in the Board folder is a copy of Reclamation's letter to the County of San Bernardino. <br /> <br />WATER QUALITY <br /> <br />Colorado River Basin Salinity Control Forum <br /> <br />On July 18th, a copy of the proposed "2002 Review - Water Quality Standards for Salinity-Colorado <br />River System" was mailed to Board members, alternate Board members, Agency Managers, and other <br />interested parties in California asking for their comments on the proposed plan. Public meetings have been <br />scheduled to receive oral comments: August 13th in Rock Springs, WY; August 14th in Montrose, CO; <br />August I 5'h in Price, UT; and September 4'h in Farmington, NM; and September 5th in Phoenix, AZ. As <br />in the past, I would encourage water agencies in California to submit comments to the Forum in support <br />its efforts to reduce the salinity of the River. Comments are due to Mr. Jack Barnett, Executive Director, <br />Colorado River Basin Salinity Control Forum, 106 West 500 South, Suite 101, Bountiful, Utah, 82002- <br />0370 by September 5, 2002. <br /> <br />California Regional Water Quality Control Board-200l Triennial Review <br /> <br />The California Regional Water Quality Control Board, Colorado River Basin Region, (Regional <br />Board), held a public hearing on June 26, 2002, in La Quinta, California, regarding its 2001 Triennial <br />Review of the 1994 Colorado River Basin Water Quality Control Plan (Basin Plan). The Regional Board <br />passed a resolution and adopted the Triennial Review list of water quality concerns and the Triennial <br />Review work plan, in fulfillment of its obligation to review the water quality standards every three years, <br />pursuant to the Federal Clean Water Act. <br /> <br />In the Triennial Review, the Regional Board identified water quality issues in need of investigation <br />and possible revision to the Basin Plan. For an example, in the Triennial Review, the Regional Board staff <br />proposed to incorporate results from the "1999 Surface Water Survey: Salton Sea Watershed, Imperial <br />Valley Waterbodies" into the Basin Plan. <br /> <br />/~ <br /> <br />Gerald R.' erman <br />xecutive Director <br /> <br />11 <br />
