Spark s, Director. <br /> <br />SUBJECT: proposed schedule of funding for authorized reclamation projects, <br />Board meeting, March 21, 1973. <br /> <br />Enclosed herewith are summary statements for those authorized <br />reclamation projects which were not included in the previous distribution. <br />There is also enclosed herewith a suggested schedule of funding for all <br />projects through completion. <br /> <br />Many years of effort have gone into securing the authorization <br />of the nine reclamation projects still remaining to be constructed in <br />Colorado. In all cases, the local people and water conservancy districts <br />involved have expended great amounts of time, effort and financial <br />resources in bringing these projects to their current status. Some of <br />these projects should have already been constructed. Because of the many <br />complicated factors involved, it has been a perplexing task to attempt to <br />assign some priority of construction for the projects. Invariably, any <br />priority schedule will lead to bitter disappointment. However, we do not <br />know of any other course of action at this time which will keep the recla- <br />mation program in Colorado in existence. <br /> <br />Several weeks ago, I appointed a committee from the staff to <br />evaluate the authorized projects, using as a basis various criterion <br />promulgated by the Office of Management and Budget. These criteria were <br />expanded to consider such matters as date of authorization, immediate <br />readiness for construction, market for project water, and other local <br />factors. The committee consisted of Laren D. Morrill, deputy director; <br />Fred E. Daubert, water resource analyst (economist), and Donald J. <br />Percious, water resource analyst (engineer). <br />
