Spark s, Director.

SUBJECT: proposed schedule of funding for authorized reclamation projects,
Board meeting, March 21, 1973.

Enclosed herewith are summary statements for those authorized
reclamation projects which were not included in the previous distribution.
There is also enclosed herewith a suggested schedule of funding for all
projects through completion.

Many years of effort have gone into securing the authorization
of the nine reclamation projects still remaining to be constructed in
Colorado. In all cases, the local people and water conservancy districts
involved have expended great amounts of time, effort and financial
resources in bringing these projects to their current status. Some of
these projects should have already been constructed. Because of the many
complicated factors involved, it has been a perplexing task to attempt to
assign some priority of construction for the projects. Invariably, any
priority schedule will lead to bitter disappointment. However, we do not
know of any other course of action at this time which will keep the recla-
mation program in Colorado in existence.

Several weeks ago, I appointed a committee from the staff to
evaluate the authorized projects, using as a basis various criterion
promulgated by the Office of Management and Budget. These criteria were
expanded to consider such matters as date of authorization, immediate
readiness for construction, market for project water, and other local
factors. The committee consisted of Laren D. Morrill, deputy director;
Fred E. Daubert, water resource analyst (economist), and Donald J.
Percious, water resource analyst (engineer).
