'.

.

I.

Hydrosphere Resource Consultants, Inc.
Animas-La Plata
Alternatives Study
October 8,1995

Limitations
1. Non-Indian irrigation water supply needs and alternatives are not addressed.
2. The Study is preliminary and conceptual only. Structural alternatives discussed ~
nQ1 done in any detail.
3. The only example alternative described in some detail in the report is a combination
structural and non-structural alternative which does not even include full M&I water
supplies because the consultant was not able to identify a foreseeable demand or
source of repayment. It does however appear to include all Indian water supply needs
although not always in exactly the same location.

Suggested Non-Structural Alternatives
1. Water Marketing and Leasing
2. Tribal Power Marketing Company
3. Tribal Development (Economic Development, Groundwater Development, etc.)

Suggested Structural Alternatives
1. Off Channel Storage (ALP lite)
2. Upstream Tributary Storage
3. New Surface Diversions plus Alluvial Well Development
4. New Surface Diversions plus Dry-Year Leases
5. New Surface Diversions plus Water Conservation

Detailed Alternative .
1. 15,000 AF Ridges Basin with smaller pumps and canals
2. Utilization of San Juan River and Navajo Reservoir to meet New Mexico's needs
where possible.
