Several <br />large areas of Class 3 and 4 land, situated on low-lying benches in a <br />position to receive return flow water are well situated for such use. <br />Each project farmer' would be permitted to graze his livestock on the <br />conmunity pasture lands on an equitable basis with other project farm- <br />ers. The farmers would pay an annual rental charge sufficient to oper- <br />ate and maintain the pasture and to cover an appropriate part of the <br />project costs for consutrction, operation, and maintenance, as may be <br />allocated to the pasture. The community pasture would be administered <br />by the water users' organization which would agree to account for revenues <br />and to prevent any discrimination among project farmers. The benefits <br />from the use of community pasture lands would substantially exceed the <br />added cost of serving such lands in the Seedskadee Project. The combina- <br />tion of pasture and crop lands would make the area self-sustaining and <br />independent of range lands which alxeady are stocked to capacity. In estimating water requirements, an <br />additional allowance was made for.noncrop areas in farm units. <br /> <br />The 6,030 acres of Class 4 land in conmunity pasture is contiguous <br />to the 7,7~0 acres of Class 4 land excluded from the project because of <br />insufficient water from return flow and off-peak canal deliveries, making <br />a total of 13,730 acres that could be developed for pasture if water were <br />available. From this larger area, 6,030 acres will be selected for pasture <br />when points of return flow are known and the distribution system is laid <br />out to show pOints of off-peak deliveries. <br /> <br />In the Seedskadee area an average farm of about 200 irrigab1e acres <br />would provide the farm family with a reasonable standard of living, pro- <br />vide employment for the available family labor, and permit payment of <br />operation, maintenance, and replacement expenses and a reasonable payment <br />on project construction costs.
