<br />JU'un-Chama project. its impact in terms o.treamflo~'s of. the <br /> <br /> <br />tributaries of the San Juan River above the Navajo Reservoir. The <br /> <br />ChBirman's letter stated that "Of primary concern are the div0rsions <br /> <br />of water from the tributaries of the San Juan River that are cur- <br /> <br />rently being made for the San Juan-Chama Project, which was authorized <br /> <br />by the Congress in 1962, and the question of the availability.of water <br /> <br />in the San Juan Basin to meet anticipatea future demands." <br /> <br />By letter dated December 26, 1974 the Commissioner of Reclama- <br /> <br />, <br />. - <br /> <br />tion furnished Senator Jackson a detailed report on the operations of <br /> <br />the San Juan-Chama Project through the period ending September 1974. <br /> <br />The report deals largely with the bypasses ~ade at the San Juan-Chama <br /> <br />Project diversion points. By letter daten March 18, 1975 I advised <br /> <br />Senator Jackson of my opinion khat Commissioner Starnms' report <br /> <br />demonstrates that bypasses equal to or greater than those required <br /> <br />by the legislation authorizing the project have been made. <br /> <br />with respect to complaints that the sluicing of accumulated <br /> <br />silt from the project ~oints of diversion has been unnecessarily <br /> <br />detrimental to interests below, I am advised that the Bureau of. <br /> <br />Reclamation has under study measures that ~ould alleviate the <br /> <br />effects of sluicing. <br /> <br />Colorado River Compacts <br /> <br />Mr. Chairman, it is my understanding that the Committee is <br /> <br />interested in water rights for the San Juan-Chama Project and the <br /> <br />question of the availability of water in the San Juan Basin to meet <br /> <br />anticipated future demands. An adequate treatment of those subjects <br /> <br />r.equires, of course, some discussion of New Mexico's entitlement <br /> <br />under the Colorado River Compacts. <br />Article III(a) of the Coloruoo River Co~pact of 1922 appor- <br /> <br />tilJned [rom the Colorado River system ir. perpetuity to the Upper <br /> <br />-6- <br />
