The authorized initial stage <br /> <br /> <br />project purposes contemplate an average annual project require- <br /> <br /> <br />ment of 110,000 acre-feet; however, hydrologic studies based <br /> <br /> <br />on streamflow records for the period 1928 through 1951 show that <br /> <br /> <br />the initial stage as authorized and constructed is physical~y <br /> <br /> <br />capable of diverting an annual average of only about 109,000 <br /> <br /> <br />'.,acre-feet. There are no current proposals for the authorization <br /> <br /> <br />of additional stages ~f the San Juan-Chama Project that would <br /> <br /> <br />incr~pse, its diversion capability. <br /> <br /> <br />The principal diversion and storage works of the San Juan- <br /> <br /> <br />Chama Project wefe completed and first operated in 1971. The <br /> <br /> <br />Secretary has executed contracts with the City of Albuquerque <br /> <br /> <br />for 48,200 acre-feet annually; the Middle Rio Grande Conservancy <br /> <br /> <br />District for 20,900 acre-feet annually; the El Llano Conservancy <br /> <br /> <br />District for 7440 acre-feet annually; and the pojoaque Valley Irriga- <br /> <br /> <br />tion District for 1030 acre-feet annually. In addition, various <br /> <br /> <br />entities have expressed interest in contracting for about 100,000 <br /> <br /> <br />acre-feet of project water for municipal, irrigation and other <br /> <br /> <br />purposes. Approximately 36,000 acre-feet of the water required to <br /> <br /> <br />fill the Cochiti Reservoir recreation pool has been released and <br /> <br /> <br />the balance of 14,000 acre-feet will be released later this year. <br /> <br /> <br />The annual requirement to maintain this pool against evaporation <br /> <br /> <br />is estimated at 5000 acre-feet. <br /> <br /> <br />On April 10, 1974 the Southwestern \Vater Conservation <br /> <br /> <br />District of Colorado, and others, filed a civil complaint in the <br /> <br />United States District Court for the District of Colorado chal- <br /> <br />lenging the Commissioner of Reclamation's operation of the San <br /> <br /> <br />Juan-Chama Project pursuant to Section 8(b) of PL 87-483 (Schutz, <br /> <br />-4- <br />
