<br />. <br /> <br />. <br /> <br />-' <br /> <br />The Upper Basin is currently depleting the flow of the <br /> <br /> <br />river by about 3.7 maf annually, or only a little more than <br /> <br /> <br />one-half of its entitlement. The Colorado River Storage <br /> <br /> <br />Project reservoirs by July of this year will be about 80% <br /> <br /> <br />filled and conservative projections of runoff indicate that <br /> <br /> <br />the reservoirs will be filled, or nearly filled, by about <br /> <br /> <br />1980. A recent probability analysis made by the Bureau <br /> <br /> <br />-of-Reclamation reflects that we can be 95% confident that <br /> <br /> <br />-even with Upper Basin depletions increasing to 6.4 maf annually <br /> <br /> <br />by the year 2005, the Upper Basin reservoirs could sustain <br /> <br /> <br />a release of 8.25 maf annually at Lee Ferry at least until <br /> <br /> <br />the year 2010 without impairing minimum power head at <br /> <br /> <br />the Colorado River Storage Project reservoirs. It is <br /> <br /> <br />still New Mexico's position, of course, that the Secretary <br /> <br /> <br />should find that New Mexico may use in perpetuity her <br /> <br /> <br />share of an Upper Basin entitlement of at least 6.3 maf <br /> <br /> <br />annually, or 727,000 acre-feet. <br /> <br />-19- <br />
