001'/31

.

.

UNITED STATES
DEPARTMENT OF THE INTERIOR
BUREAU OF RECLAMATION, REGION

--/
4 /.,--

NOTICE OF INITIATION OF INVESTIGATION

Name of in~estigation: Basalt Project -- a potential participating
project to the Colorado River Storage Project.

Location of investigation: In the Rosring Fork River Basin in Garfield,
Eagle, and Pitkin Counties of west-central Colorado.

Date invesigations initiated: Covered in reconnaissance scope as the
Cattle Creek Unit of Cliffs-Divide Project dated February 1954 and in
the Reudi-Western Slope Investigations dated December 1962. Topographic
maps of the conduit line were contracted for FY 1966. Feasibility
investigations to be initiated in FY 1967. Probable date of completion
of feasibility report: FY 1971.

1. Scope of investigation: Tb determine the feasibility of utiliz-
ing water from Ruedi Reservoir, an authorized feature of the Fryingpan-
Arkansas Project, now under construction, plus natural flows of local
streams for irrigation, fish and wildlife, municipal and industrial, and
recreation uses. About 14,500 acres of full service and 6,500 acres of
presently irrigated land could be served.

2. Problems: Tb divert water from Ruedi Reservoir to the project
area will require approximately 22 miles of expensive conduit. A term-
inal storage reservoir is needed st the terminus of this conduit to re-
regulate the flows and reduce conveyance costs. The enlargement of the
existing Spring Park Reservoir has been planned to provide storage, but
the pervious foundation underlying the reservoir basin presents problems.
An extensive lateral system will be required.

3. Prospective solutions: Studies will determine most feasible
route for conduit from Ruedi Reservoir. A search should also be made
for an adequate substitute to Spring Park Reservoir as this reservoir
cannot be enlarged. A detailed land classification will be required
to identify land suitable for irrigation. A potential plan of devel-
opment would include a conduit from Ruedi Reservoir to a terminal
storage reservoir and main canals to serve the project areas.

4. Participation by local, State, and Federal a~encies: Interested
agencies are requested to forward, within 30 days, an expression of inter-
est in the investigation, to inform us of pertinent data that can be made
available for our use, and to furnish comments and suggestions. Partici-
pation in fish and wildlife, recreation, and water quality aspects of the
investigation is desired by appropriate Federal agencies.

Prepared: October 25, 1966

Transmitted: November I, 1966

/I '.
& ~ ~(.. tf ~ e... h <'
Paul Willmore
Regional Project Development Engineer

~~
~ A.A..
