" <br />U :_ (..,. tJ J <br /> <br />Continuous Planning Process <br /> <br />The Commission's preparation of the water and re- <br />lated land resources plan follows the dynamic, continuous <br />planning system described in Appendix B of this report. The <br />process involves preparing and keeping up-to-date: (1) an an- <br />notated bibliography and references of proposed plan ele- <br />; ments; (2) a description of subregional characteristics and pre- <br />sent developments; (3) directions for the future which express <br />planning goals and objectives; (4) subregional plans for water <br />management; and (5) decision-oriented documents outlining <br />options and alternatives for water management. Through the <br />utilization of this evolving and layered approach, the plan will <br />consist of three major components: (1) directions for the future, <br />(2) plan elements, and (3) next step toward plan implementa- <br />tion. The information necessary to develop these plan compo- <br />nents is derived from subregional analyses, Level B studies, <br />special studies, and plans prepared by Federal, State, local, <br />and nongovernmental entities. Subregional analyses are <br />Commission-led studies of water resources subregions, of <br />which there are 29 in the Missouri Basin. These areas are <br />shown in Figure 2. <br /> <br />Upon completion of the Commission's water resources <br />plan or any part thereof, it is transmitted for official 90-day re- <br />view by the nead of each Federal departmeni or agency, the <br />Governor of each State, and each interstate agency from which <br />a member of the Commission has been appointed. Following <br />the review and comment period, the completed plan and official <br />comments are forwarded by the Commission as required by <br />law to the Governors and legislators of the participating States <br />and to the U.S. Water Resources Council for transmission to <br />the President and by him to th,e Congress. Official comments <br />received by the Commission on this plan are reproduced in <br />Appendix E. <br /> <br />Plan Preparation and Scope <br /> <br />This is the first documented basinwide plan pre- <br />pared by the Missouri River Basin Commission. Since the con- <br />tinuous planning process described previously has not been <br />fully implemented, some deviations from the adopted process <br />were necessary. The deviations, prompied primarily by time <br />limitations, were necessary in order to meet the requirements <br />of Section 204(3) of P.L. 89-80 during FY 77. The planning <br />process used was the most workable compromise between the <br />comprehensive planning process originally adopted by the <br />Commission, and the time and monetary constraints on prep- <br />aration of this first plan. Improvements in this process will be <br />made as the plan is revised and updated in the future. <br /> <br />The procedure used in developing the recommended <br />plan encompassed six steps: <br /> <br />1. An intensive effort was made to assemble a list of all <br />major ongoing and prospective water and related land <br /> <br />resource programs and projects in the Basin. Informa- <br />tion on these potential plan elements was obtained from <br />(a) the Commission's 1977 Priorities Report, (b) the <br />Commission's 1977 State;Fedenil Program Review, (c) <br />P.L 89-80 Title III grant applications submitted to the <br />U.S. Water Resources Council by the 10 Basin States, <br />(d) State water plans and Federal agency development <br />plans, (e) State and Federal program and project lists <br />prepared for the Commission's framework study update, <br />and (I) supplemental program and project information <br />prepared by the Commission members. <br /> <br />2. Potential plan elements were compared with needs <br />and problems identified in each of eight subbasins dur- <br />ing the 1975 National Water Assessment, to identify <br />unmet needs and problem areas. Programs and projects <br />also were analyzed with respect to tentative directions <br />for the future--the Commission's planning objectives. <br /> <br />3. Subbasin teams reviewed tentative basinwide direc- <br />tions for the future and the assembled lists of programs <br />and projects. This was accomplished through a series of <br />subbasin planning meetings attended by representatives <br />from concerried State and Federal agencies involved in <br />water resource planning. and development in each re- <br />spective subbasin.. A draft plan was prepared on the <br />basis of the results of these subbasin meetings. <br /> <br />4. The draW plan was transmitted to the heads of the <br />Federal, State, and interstate members of the Commis- <br />sion and, through each State member, to the public for <br />review, comment, and suggested revision. After the olli- <br />cial 90-day review period, all inputs were considered <br />and incorporated as appropriate into a revised report. <br /> <br />5. The Missouri River Basin Commission adopted <br />the final version of the plan at ks regularly scheduled <br />quarterly meeting in August 1977. <br /> <br />fr. Following Commission action, the plan was transmit- <br />ted to the U.S. Water Resources Council. <br /> <br />Commission Position on <br />Environmental Statement <br /> <br />Section 102 of the National Environmental Policy Act <br />of 1969 (P.L. 91-190) requires that an environmental statement <br />be prepared and included "in every recommendation or report <br />on proposals for legislation and other major Federal actions <br />significantly affecting the quality of the human environment." <br />The Act goes on to describe all the items that each such <br />statement must address. <br /> <br />The Commission's water resources plan presented in <br />this report contains numerous recommendations for projects <br />and, further, more detailed studies which will themselves have <br />little or no impact on the human environment.
