Notlce Is hereby given by the Water <br />Resources Council that Principles Bnd <br />Standards for Planning Water and Re- <br />lated Land.' Resources have been estab. <br />lisl1ed pursuant to sec. 103 of the Water <br />Resources Planning Act (P .L. 89-80). <br />2. The full tex.ts of the Principles and <br />Standards are published as a part of this <br />notice. <br />3. These Principles and Standards are <br />based on several years of effort by the <br />Water Resources Council. After extensive <br />study. revtew. field testing and public <br />hearings, the Counell published on De- <br />cember 21, 1971, "Proposed Principles <br />and Standards for Planning Water and <br />Related Land Resources" (36 FR 24144) <br />along with a draft environmental sta.te- <br />ment, and Invited public comment on the <br />proposal. Extensive views and comments <br />were received through oral statements <br />at the public hearings held on the pro~ <br /> <br />NOTICES <br /> <br />posal and through written submission to <br />the Council during the per10d allowed <br />for comment. <br />4. After careful consideration of the <br />public response to its proposal, consulta- <br />tion with all concerned Federal agencies, <br />including the Office of Management and <br />Budget, the Council on Environmental <br />Quality, and the Environmental Protec- <br />tion Agency. the Council made its deci- <br />sions on the proposal and forwarded its <br />recommendations to the President. <br />5. Indicated below are the areas, listed <br />by subject, where the Counctt has made <br />rev1sions in the Principles and Standards. <br />(1) Planning objectives. ' . <br />(2) Discount. rate. ., <br />(3) Retroactive application, "Grand- <br />father Clause". <br />(4) Cost allocation. <br />(5) Public participation. <br />(6) Water quality evaluation. <br />(7) Use of economic (OBERS) pro- <br />jection.s. <br />(8) Unemployed and underemployed <br />resources. <br />(9) AppJicatJon of benefit/cost ratIo. <br />(10) Feasible project alternatives. <br /> <br />(11) Impact of beneflts on income <br />distribution. <br />6. Revisions in the Principies Bnd <br />Standards are reflected as approprlate <br />in the. :fI.nal environmental statement <br />which 15 printed as a part of this notice. <br />The ftnal statement also indicates the <br />availability of a summary of the com- <br />ments received on the draft environ- <br />mental statement and the aVaila.bility of <br />the original transcripts of the testimony <br />composing the public record. The draft <br />and final envirorunental statements 1Uus- <br />trate how the Principles and Standards, <br />by providing for explicit consideration of <br />the environmental quality objective in <br />plan fonnulaUon, augment the National <br />Environmental Polley Act in fostering a <br />full dIsclosure of environmental conse- <br />quences. <br />7. Pursuant to sec. 103 of the Water <br />Resources Planning Act (P.L. 89-80) the <br />President approved the Principles and <br />Standards as they appear herein. <br />8.
