Notlce Is hereby given by the Water Resources Council that Principles Bnd Standards for Planning Water and Re- lated Land.' Resources have been estab. lisl1ed pursuant to sec. 103 of the Water Resources Planning Act (P .L. 89-80). 2. The full tex.ts of the Principles and Standards are published as a part of this notice. 3. These Principles and Standards are based on several years of effort by the Water Resources Council. After extensive study. revtew. field testing and public hearings, the Counell published on De- cember 21, 1971, "Proposed Principles and Standards for Planning Water and Related Land Resources" (36 FR 24144) along with a draft environmental sta.te- ment, and Invited public comment on the proposal. Extensive views and comments were received through oral statements at the public hearings held on the pro~ NOTICES posal and through written submission to the Council during the per10d allowed for comment. 4. After careful consideration of the public response to its proposal, consulta- tion with all concerned Federal agencies, including the Office of Management and Budget, the Council on Environmental Quality, and the Environmental Protec- tion Agency. the Council made its deci- sions on the proposal and forwarded its recommendations to the President. 5. Indicated below are the areas, listed by subject, where the Counctt has made rev1sions in the Principles and Standards. (1) Planning objectives. ' . (2) Discount. rate. ., (3) Retroactive application, "Grand- father Clause". (4) Cost allocation. (5) Public participation. (6) Water quality evaluation. (7) Use of economic (OBERS) pro- jection.s. (8) Unemployed and underemployed resources. (9) AppJicatJon of benefit/cost ratIo. (10) Feasible project alternatives. (11) Impact of beneflts on income distribution. 6. Revisions in the Principies Bnd Standards are reflected as approprlate in the. :fI.nal environmental statement which 15 printed as a part of this notice. The ftnal statement also indicates the availability of a summary of the com- ments received on the draft environ- mental statement and the aVaila.bility of the original transcripts of the testimony composing the public record. The draft and final envirorunental statements 1Uus- trate how the Principles and Standards, by providing for explicit consideration of the environmental quality objective in plan fonnulaUon, augment the National Environmental Polley Act in fostering a full dIsclosure of environmental conse- quences. 7. Pursuant to sec. 103 of the Water Resources Planning Act (P.L. 89-80) the President approved the Principles and Standards as they appear herein. 8.
