<br />be e.lltablished among recommended plans for project.ll, Statell, re-
<br />gionll, and river basine. The sy!!tem or accounts, together with other
<br />criteria, Iluch a~ available budget resources, national policy toward
<br />the envil'Onment ilnd public and pdvate investment alternatives, will
<br />provide Oil ballis for fonnulating national programs.

<br />The Council in ita Standard9 and Procedures win make adj~9t-
<br />:menta for deviation!! from the Principles. that may be required by
<br />law or Executive. order.

<br />The Water Rellourcell Council will review these Principle9 from
<br />time: to time and arter conllultation with others will recommend im-
<br />provernenh for conllideration of the Prellident.

<br />IX, IMPLEMENTATIO,N OF PRINCIPLES
<br />
<br />X. APPLICATION AND EFFECT
<br />
<br />The Water Resourcell Council will implement thelle Principle II by
<br />establishing Standards for planning water and land resources in
<br />accordance with the Water Resources Planning Act.
<br />
<br />Thelle Principles Cor Planning W..ter and Land Resources shall
<br />be ir:nPlemented by the Water Re90urcell Council a.nd 9hall be applied
<br />by rIVer basin commi.!ls.ions, other Federal-State organizations, and
<br />each of the FedHal departments and agencies. The Oerice of .
<br />Management and Budget, the Council on Environmental Quality, and .
<br />other organizatio!l& in the Executive Office of the President will use
<br />these Prin.:iples in their review of prop06ed project, basin, or re-
<br />gional plan!!.

<br />The Water Re.!lources Council will e9tablish Procedure9 all
<br />necelJsary to ca::'ry out the established Principles ~d Standards.
<br />
<br />Included in the Water Resources CounC'il's Standards and Pro~
<br />cedures will be provi9ion for coordination; among Federal and State
<br />agcnciell and among public and private interests affected by water and
<br />land resource plans.

<br />The Policies, Standards, and Procedurell in the Formulation,
<br />Evaluation, and Review or Plans for Use and Development of Water
<br />and ~elated Land Resources, approved by the President, May IS,
<br />1962, printed al5 Senate Document No. 97, 87th Congre9s. Zd Session,
<br />together wi"h Supplem.ent No. 1 thereto, June 4, 1964, "Evaluation
<br />Standards for Primary Outdoor Recreation Benefits," and the amend-
<br />ment of December 24, 1968, 18 CFR II 704.39, "Discount Rate," are
<br />revoked.
<br />
<br />Tbe Council will also specify appropri.ate Procedurlul for the re-
<br />view and transmi9sion or planning reports to States, Federal agencies,
<br />the Office of Management and Budget, the Council on EnvironmeDtal
<br />Quality, and the CO:lgres9. The Council may also provide ror revieW"
<br />of individual project .!Itudie8 to determine their relatiouships to re.
<br />gional ami river basin plan9 and their conformance with the Council's
<br />evaluation Standards. The Council will consider any unresolved
<br />coordination problem.
<br />
<br />These Principles, the Standards promulgated in connection there-
<br />with. and the above revocation shall take effed 45 days following the
<br />date of their publication by the Chairman or the Water Rellources
<br />~ounc:iJ in the Foderal Register.
<br />
<br />The Water Resources Council will foster needed training and de-
<br />vel<:lpment of manpower, improvement& in mathematical and other
<br />planning tools, and research to increase the efficiency of planning
<br />efforts. The Principlee. Standard9, .and Procedures 9hould be balled
<br />at any given time on the be lit available interpretation of conceptual
<br />and i.mpiric:)} basell ror planning water and land re.ources, The
<br />Council will encourage and support needed improvement9 in the ap-
<br />plkation oC t'he conceptual and theoretical planning and decisiorunaking
<br />framework upon whicb these Principle9 are based, The Council will
<br />aho encourage and Ilupport improv~ment in the conceptual and
<br />theoretical framework.
