PLAN FORMULATION <br /> <br />, . <br />(6) Select a reconunended plan frorn among the alternative <br />plans based upon an evaluation of the trade offs between the objectives <br />of national economic development and envil:'onmental quality and con- <br />sidering, where appropriate, the effects or the plans on regtonal <br />development and social well-being. <br /> <br />Plans will be directed to the improvement in the quality or life <br />by meeting current and projected needs and problem. as identified <br />by the desires of people in Buch a manner that improved contri.butione <br />are made to society's preferences fOr national economic development. <br />and environmental quality. These plans should be fOTYIlulated to re- <br />flect national, regional, State, and local needs 01" problem II cOtlsiotent <br />with the above two objectives. <br /> <br />A. Specification of GomtlOnents of the Objectives <br /> <br />At the outset and throughout the planning process, the responsible <br />planning organization will consult appropriate Federal, regional, <br />State, and local groups to ascerta.in the components of the objectives <br />that are significantly related to the use and management of the re- <br />sources in the plaMing aetting. Tbeee will be expressed in terms of <br />needs and probIrems. <br /> <br />Planning of watel:' and land resources is a part of broader public <br />and private planning to meet regional and local needs and to alleviate <br />problem.. Therefore, planning for water and land rel!lources should <br />be carefully related to 9ther regional or local planninil activities and <br />shou!d include active partidpation of all interests. <br /> <br />The compon~nts selected for use in formulating alternative plans <br />should he of concern to the Nation, and thE: components should he those <br />that can reasonably be expected to be substantially influ~Dced througb <br />the management and development alternativel!l available to tbe planner. <br />The components of objectives for which plans are formulated can be <br />expected to ch~ge over time and between areas of the Nation as <br />preferences a.nd possibilities change and differ. These changee will <br />be reflected in the Water Reeource. Council'. Standards. <br /> <br />Plans for water and land rel5ourc:.es will locus upon the specined <br />component9 of the objectives dellired for the deeignated region, river <br />basin, State, or local planning setting. These are expresliled in termll <br />of projected needll and,problems identified in each planning liIetting. <br /> <br />Tbe plB.rnJ.ing procelS includes the follow:ing major IItep.: <br /> <br />(1) Specify components of the objectives relevant to the plan- <br />ning lletting: <br /> <br />The objectives for which plans are formulated can also be expected <br />to change over tim.e aa preferencel!l and pouibilities change. Changes <br />in objectives will be accommodated only through revision oC these <br />principles. <br /> <br />(2) Evaluate reeourceLcapabilltiell and expected conditions <br />without any plan; <br /> <br />(3) Formulate alternative plans to achieve varying levela of <br />contributions to the specified components of the objectives; <br /> <br />The specified components will be deCiaed so that meaningful al~ <br />ternalive-levels of achievement are identified. This will facilitate <br />the formulatioD of alternative plans in ca.es where there may be <br />- technical, legislative, or administrative constraints to full achieve_ <br />m~nt of objecti~es. <br /> <br />(4) Analyze the differences among alternative plana which re- <br />flect different emphasis a.n\ong the specified components of the <br />objectives; <br /> <br />B. Evaluation of Condition, Without a Plan <br /> <br />(5) Review and re.con"ider, ,if DeC"e8I1ary. the specified com- <br />ponents for the plULlling setting and formulate additional alternative <br />plans all appropr~ate; and . <br /> <br />The identification of the specified cmnponents of objectives will <br />necellsarUy involve an appraisal of future economic: and environmental <br />conditioni expected without the pliLD all C"C1mpaTed with those desired <br />by people for the planning area.
