<br />. <br /> <br />.. t"~'" J <br />lUll. <br /> <br />ANNUAL OPERATING PLAN <br />FRYINGPAN-ARKANSAS PROJECT, COLORADO <br />WATER YEAR 1984 OPERATIONS <br />WATER YEAR 1985 OUTLOOK <br /> <br />I. GENERAL <br /> <br />This report is the sixteenth Annual Operating Plan for the Fryingpan-Arkansas <br />Project. The project is essentially complete and consists of federally <br />owned dams, reservoirs, conduits, tunnels, pumping plants, a pumped-storage <br />powerp1ant, electric transmission lines, substations, and other facilities. <br />These features are located in the Fryingpan River and Hunter Creek drainage <br />areas of the Colorado River Bas i n and in the Arkansas River Bas i n in <br />central and southeastern Colorado. The only feature to be completed is the <br />Fountain Valley Conduit. <br /> <br />These extensive works will provide orderly and beneficial use of water for <br />irrigation, hydroelectric power generation, municipal and industrial uses, <br />flood control, and other incidental benefits, such as fish and wildlife pre- <br />servation and recreation. <br /> <br />. <br /> <br />This report provides the basis for increased cooperation and understanding <br />among all concerned with the coordinated operation of the project. The <br />report has two main parts. The first part reports the results of actual <br />operations in water year 1984 (October 1, 1983, to September 30, 1984). The <br />second part presents operatin9 plans for water year 1985 (October 1, 1984, <br />to September 30, 1985). <br /> <br />The most probable condition of water supply was used in establishing the <br />general plan for future operations. This condition of water supply was <br />derived by statistical analysiS of historical water supply data. After <br />review of the monthly snow surveys prepared by the Soil Conservation <br />Service, the plan will be revised based on the projected water supply. <br /> <br />The project was authorized under Publ ic Law 87-590, 87th Congress, H.R. <br />2206, on August 16, 1962. This law provides that the project will be <br />operated under the Operatin9 Principles adopted by the state of Colorado on <br />April 30, 1959, as amended December 30, 1959, and December g, 1960. These <br />Operating Principles were published by the 87th Congress, 1st Session, as <br />House Document 130. <br /> <br />II. PROJECT FEATURES IN OPERATION DURING WATER YEAR 1984 <br /> <br />In water year 1984 the project features in operation were Ruedi Dam and <br />Reservoir; Sugar Loaf Dam and Turquoise Lake; Twin Lakes Dam and Twin Lakes; <br />Mt. Elbert Forebay; Mt. Elbert Pumped-Storage Powerplant; Mt. Elbert <br />Conduit; Pueblo Dam and Reservoir; Charles H. Boustead, Hunter, Carter, <br />Mormon, South Fork, Chapman, Nast, and Cunningham Tunnels; and Halfmoon <br />diversion and the sixteen west slope diversions, <br /> <br />. <br /> <br />1 <br />
