Elbert Forebay will be supplemented by pumping from Twin <br />Lakes to allow full utilization of Mt. Elbert Pumped-Storage Powerplant. <br />Therefore, to reduce pumping costs, as much water as possible will be <br />released from Turquoise Lake and diverted at Halfmoon Creek diversion into <br />Mt. Elbert Conduit for use at the powerp1ant. <br /> <br />The minimum release from Twin Lakes is 15 ft3/s or natural inflow, whichever <br />is less. Table 12 and exhibit 19 show the proposed operation in Twin <br />Lakes/Mt. Elbert Forebay for water year 1985. <br /> <br />G. Pueblo Reservoir <br /> <br />Water released from storage in Turquoise Lake and Twin Lakes during <br />the year, that is not for demands above Pueblo Reservoir, will be stored in <br />Pueblo Reservoir. Water in storage (project, winter water, or water stored <br />under contract with other ent it i es) will be re 1 eased on demand of the <br />contractor and administered in the Arkansas River by the Colorado Division <br />of Water Resources Division 2 Engineer. <br /> <br />The water users below Pueblo Dam have reached an agreement for a Winter <br />Water Storage Program beginning November 15, 1984. Under this agreement the <br />total system production up to 100,000 acre-feet will be divided 30 percent <br />to entities with direct-flow water rights and 70 percent to entities having <br />storage water rights and their own storage facilities. The next 2,750 acre- <br />feet will go to Amity Mutual Irrigation Company to be stored in John Martin <br />Reservoir with the next 2,250 acre-feet for the Colorado Canal Company. Any <br />water above the 105,000 acre-feet will be divided 75 percent to off-channel <br />storage entities and 25 percent for the direct-flow entities. <br /> <br />All winter water storage shall be released to the river if not furnished to <br />the District within 18 months from the start of the winter storage period <br />but no later than May 1 of the year following the end of the winter storage <br />period in which it was stored. <br /> <br />Table 13 and exhibit 20 show the proposed operation of Pueblo Reservoir in <br />water year 1984. <br /> <br />J <br /> <br />21 <br />
