<br />IGS9 <br /> <br />. <br /> <br />The Board of water Works of Pueblo and High Line Canal Company each own one-half <br />of -the Busk-lvanhoe imports. The High Line Canal Company water wi 11 be <br />stored in Turquoise Lake under contract. The Pueblo water will either be <br />bypassed through Turquoise Lake for storage in Clear Creek Reservoir or be <br />stored in Turquoise Lake. <br /> <br />The city of Colorado Springs can store all of the native inflow to Turquoise <br />Lake when they are in priority (maximum of 17,416 acre-feet). <br /> <br />Water released from Turquoise Lake, in excess of either instream minimum <br />flow or flow to meet downstream senior rights along Lake Fork and on the <br />Arkansas River above its confluence with Lake Creek, will be diverted into <br />the Mt. Elbert Conduit. The water will flow through Mt. Elbert Powerplant <br />and then be released to the Arkansas River from Twin Lakes via Lake Creek. <br /> <br />Table 11 and exhibit 18 show the proposed operation of Turquoise Lake in <br />water year 1985, <br /> <br />E, Federal Fish Hatchery and Halfmoon Creek Diversion <br /> <br />. <br /> <br />The Federal Fish Hatchery near Leadville, Colorado, will be <br />supplied flow-through project water at a rate of up to 6,7 ft3/s as has been <br />done in past years. This flow is released from Turquoise Lake through Mt. <br />Elbert Conduit to the fish hatchery and then into the Arkansas River, The <br />flow is later stored, less appropriate transit losses, in Pueblo Reservoir. <br /> <br />The planned operation of Halfmoon diversion is to divert all the flow in <br />Halfmoon Creek, to the maximum diversion capacity of 150 ft3/s, which is in <br />excess of the downstream call on Halfmoon Creek or the instream minimum <br />flow, <br /> <br />when water is being diverted at Halfmoon Creek diversion, the flow from <br />Sugar Loaf Dam will be regulated to allow the maximum diversion at Halfmoon <br />Creek, The diverted flow will pass through Mt. Elbert Powerplant and will <br />be released to the Arkansas River via Lake Creek. <br /> <br />F, Twin Lakes/Mt. Elbert Forebay <br /> <br />Twin Lakes/Mt. Elbert Forebay will be operated to maximize power <br />generation. Twin Lakes will always maintain sufficient water in storage to <br />be pumped into Mt. Elbert Forebay to allow the evacuation of the one-day <br />demand from Mt. Elberty Forebay, At no time will the water surface eleva- <br />tion in Twin Lakes be less than 9168.7 feet while the powerplant is in <br />service. <br /> <br />. <br /> <br />19 <br />
