PuJ1lOse and Obiectives <br /> <br />The purpose of this Cooperative Agreement is to establish a mechanism and <br />procedlres for (I) the transfer of funds contributed by water project proponents <br />and private donors pursuant to the Recovery Progria to the Foundation; and (2) <br />the di~rselent of said funds from the Foundation to accomplish Colorado River <br />fishes recovery activities. This Cooperative Agreement will facilitate the <br />accompli~nt of recovery activities for the rare Colorado River fishes in an <br />efficiellt and tiJDely manner. <br /> <br />II I. Authori ties <br /> <br />Fish and Vildlife Coordination Act, 16 U.S.C. Sec. 661; <br />Fish and Vildlife Act of 1956. 16 U.S.C. Sec. 742f(a}(4); and <br />National Fish and Wildlife Foundation Establishment Act. ]6 U.S.C. <br />Sec. 3703(c)(6). <br /> <br />]V. Te,. <br /> <br />This Ag~t shall take effect upon execution, with only subsequent <br />contributed and donated funds being transferred to the Foundation, and will <br />remain io effect until completion or termination of the Recovery Program. <br />whichever~s first. Procedures for <br />pi}IeDt of the contributed funds will be specified in the Biological <br />api.ion for each water project which causes a depletion of water from <br />the ~ Colorado River system, and the Service is responsible for <br />~1Ig th~t private and State water project proponents make payment <br />to tlIe Foundation. <br /> <br />2. Ideatify. frolll the.list of projects included in the Implementation <br />COIIittee's approved annual work plan, those that should be funded by <br />tlIe foundation with Colorado River contributed and donated funds. Use <br />of ~e funds will be coordinated by the Service, on behalf of the <br />Iopl~tion Committee, with the Foundation. (Attachment I <br />ideatifies the current process and schedule for development of the <br />~J work plan by the Implementation Committee.) <br /> <br />3. Orfelop, in coordination with the Implementation Committee, requests- <br />fer~sals and/or scopes-of-work for work to be funded with <br />CtloradO River contributed/donated funds. <br /> <br />, <br />
