<br />APPENDIX E <br /> <br />FIIS/SE/Colorado River <br />Hail Stop 60153 <br /> <br />AUG 0 ~ 19l19 <br /> <br />Memorandum <br /> <br />To: Field Supervisors, Montana and Wyoming, (HS 61125) and <br />Colorado and Utah, (MS 65410), FWE, FWS, Region 6 <br /> <br />From: Assistant Regional Director, FWE, Region 6 <br /> <br />Subject: Cooperative Agreement with the National Fish and Wildlife Foundation <br />(Colorado River Endangered Fishes Section 7 Funds) <br /> <br />Attached for your information is the subject Cooperative Agreement which <br />establishes a mechanism and procedure for (1) the transfer of funds <br />contributed by water project proponents pursuant to the Section 7 consultation <br />procedures described in the Recovery Implementation Program to the National <br />Fish and Wildlife Foundation (Foundation), and (2) the disbursement of those <br />funds from the Foundation to accomplish Colorado River endangered fishes <br />recovery activities. Following is the protocol to be used by field/state <br />offices for payment of Section 7 funds to the Foundation pursuant to the <br />Cooperative Agree.ent. <br /> <br />1. The schedule and amount of funds to be paid to the Foundation, and any <br />special conditions related to use of the funds should be identified by the <br />Fish and Wildlife Service (Service) in appropriate biological opinions on <br />the Colorado River fishes. Payment should be made by the project <br />proponent as follows: <br /> <br />o Payment shall be made by certified check or money order payable to the <br />National Fish and Wildlife Foundation and mailed to: <br /> <br />National Fish and Wildlife Foundation <br />Attention: Whitney Tilt <br />18th and C Streets, NW Rm 2725 <br />Washington D.C. 20240 <br /> <br />o Each payment shall be accompanied by a cover letter that identifies the <br />project and biological opinion that is requiring the payment, the <br />amount of payment enclosed, check number, the balance of payment still <br />due (if any), and any special conditions identified in the biological <br />opinion related to disbursement or use of the funds.
