APPENDIX E FIIS/SE/Colorado River Hail Stop 60153 AUG 0 ~ 19l19 Memorandum To: Field Supervisors, Montana and Wyoming, (HS 61125) and Colorado and Utah, (MS 65410), FWE, FWS, Region 6 From: Assistant Regional Director, FWE, Region 6 Subject: Cooperative Agreement with the National Fish and Wildlife Foundation (Colorado River Endangered Fishes Section 7 Funds) Attached for your information is the subject Cooperative Agreement which establishes a mechanism and procedure for (1) the transfer of funds contributed by water project proponents pursuant to the Section 7 consultation procedures described in the Recovery Implementation Program to the National Fish and Wildlife Foundation (Foundation), and (2) the disbursement of those funds from the Foundation to accomplish Colorado River endangered fishes recovery activities. Following is the protocol to be used by field/state offices for payment of Section 7 funds to the Foundation pursuant to the Cooperative Agree.ent. 1. The schedule and amount of funds to be paid to the Foundation, and any special conditions related to use of the funds should be identified by the Fish and Wildlife Service (Service) in appropriate biological opinions on the Colorado River fishes. Payment should be made by the project proponent as follows: o Payment shall be made by certified check or money order payable to the National Fish and Wildlife Foundation and mailed to: National Fish and Wildlife Foundation Attention: Whitney Tilt 18th and C Streets, NW Rm 2725 Washington D.C. 20240 o Each payment shall be accompanied by a cover letter that identifies the project and biological opinion that is requiring the payment, the amount of payment enclosed, check number, the balance of payment still due (if any), and any special conditions identified in the biological opinion related to disbursement or use of the funds.
