APPENDIX A

Muddv Creek Record Extension

The following table contains the depletions used to evaluate the MUddy Creek
project. The record has been extended back to 1952 by the Service to conform
with the baseline established for Section 7 consultations. Because adequate
records were not available on Muddy Creek to model actual depletions, a similar
type water year methodology was used to accomplish the record extension. The
method consisted of rank.ing water years at Cameo for the 1952 to 1982 based
upon natural flow for the period from the Colorado River Simulation System
model natural flow data base. After the years were ranked, MuddY Creek
depletions for the period 1962 to 1982 were rank.ed accordingly. Based upon this
ranking, similarly ranked years in the 1962 to 1982 period were used to
estimate depletions for the 1952 to 1961 period. Means for the 1952 to 1982
period and the 1962 to 19B2 time period were compared as a validation method.
To improve the relationship between the means and to increase variability,
2 similarly ranked years in the 1962 to 1982 period were averaged to represent
1 year in the 1952 to 1961 period.

This methodology was discussed with Resource Consultants Inc. (Consultant), the
consultant to the Colorado River Water Conservation District on the Muddy Creek
project. The Consultant had provided the original hydrology analysis for the
project and, after reviewing the methOdology for the extension and suggesting a
change in 1 year, agreed that the extension was the best that could be done
with the little information available.
