Thl s <br />oplnlon lS provided to you as the lead Federal agency for the U.S. Forest <br />Service. U.S. ~ ~ps of Engineers (Corps). and the Bureau of Reclamation <br />(Reclamatlon) ~rding Sectlon 7 consultation on this project. Copies of thls <br />oplnion are being provided to the Corps. Reclamatlon, and Forest Servlce slnce <br />the Service has incorporated conservation measures that should be included as <br />conditlons of., rlghts-of-way or permits issued by these agencles for thi s <br />project. We also concur wlth your "no affect" determlnation for the <br />whooping crane l!i!:Yi alllerlcana). <br /> <br />The Servke ClIIII'S with your "may affect" determination for the bald eagle <br />(Haliaeetus 1-'!IIIlilus). The proposed reservoir 11kely would provide <br />addltlonal foolgQ~ for bald eagles. and Muddy Creek below the dam would <br />stay lce free, JIOViding a wlnter food gathering site (USD!.
