<br />2000 .4.':VUAL REPOR T <br /> <br />BACKGROlJj'l,1) <br /> <br />o <br />o <br /> <br />Public Law 93-320. also known as the "Colorado River BasinSaliniry Control Act of 1974" (Act). <br />authorized tht: construction. operation, and maintenance of works in the Colorado River Basin to <br />control the salinil)' of Colorado River water available for use in the United Slates and Mexico. <br />Section 204 of the Act established the Colorado River Basin Salinity Control Advisory Council <br />(Council). The Secretaries of the Departments of the Interior and Agriculture and the <br />Administrator of the U.S. Environmental Protection Agency (USEPA) originally approved a <br />charter for the Council on February 6. 1976. It was revised on June 22. 1976 and has been <br />renewed biennially. A copy of the Advisory Council Charter is included as Attachment A. <br /> <br />, <br />.....-. <br /> <br />o <br /> <br />The Council is comprised of up to three members from each of the seven Colorado River Basin <br />states. Governors of their resp~tive states appoint the members. The Council membership list <br />is included as Attachment B. At this year's meeting, an issue was raised regarding the <br />appropriateness of designating acting members to the Council. It was determined that draft <br />language would be developed that would allow individual members to identify an alternate in their <br />absence, The Bureau of Reclamation's (Reclamation) Salinity Coordinator. serving as staff for <br />the Council, is requested to draft appropriate language to amend the charter so that this can oreur. <br /> <br />Advisory Council membership is generally very similar to the membership of the Colorado River <br />Basin Salinity Control Forum (Forum). The Forum is an organization created in 1973 by the <br />seven Colorado River Basin states for purposes of interstate cooperation and to provide the States <br />with the information necessary to comply with the Water Quality Standards for the Colorado River <br />and Section 303 of the Clean Water Act. <br /> <br />This report provides an annual advisory and recommendations to the federal agencies concerning <br />the Council's determination of the progress of the salinity control program and the need for <br />specific actions by involved federal agencies. The repo" is brief and does not contain a full <br />description and analysis of the salinil)' control program.
