<br /><:) <br />c) <br />N <br />uu <br />OJ <br />co <br /> <br />SIIMMARY <br /> <br />Purpose and Need <br /> <br />The purpose of the Windy Gap project is to supply the municipal and <br />industrial water needs of the cities of Estes Park, Boulder, Loveland, <br />Lonqmont, and Greely; and Platte River Power Authority. The Project <br />would supply all of the additional municipal and industrial water needs <br />of the service area projected for the year 2000. <br /> <br />The Windy Gap Project is not a Federal project. It was planned, and <br />would be constructed and operated by the Municipal Subdistrct of the <br />Northern Colorado Water Conservancy District (Subdistrict). Federal <br />actions include allowinq the wJter to be conveyed through Federal facili- <br />ties; qrantinq of riqht-of-way permits and easements; and issuance of a <br />dredqe and fill permit. <br /> <br />The wJter need for the ser'v ice area is projected to be about 32,400 acre- <br />feet by the year 2000. <br /> <br />A lternat i ves <br /> <br />1. Alternatives considered but discarded: <br /> <br />a. Water conservation and manaqement <br />b. Altern at i ves water supp 1 i es <br />c. Alternative project features <br /> <br />2. Description of Viable Alternatives <br /> <br />a. No Action (includes continued operation of Colorado-Big Thompson <br />Proj ect) . <br /> <br />No Action would consist of continuation of present water supplies <br />for Windy Gap Service Area. Projected water supplY shortfall <br />would probably be partially met by conversion of agricultural <br />water rights to municipal and industrial uses. More stringent <br />water use restrictions would be implemented. <br /> <br />b. Windy Gap Project: Preferred Alternative <br /> <br />Proj ect wou 1 d meet proj ected water demands for Serv ice Area (see <br />Purpose and Need). Minimum streamflows in the Upper Colorado <br />'RTverwould bemaintained; recreation opportunities would be <br />developed for about 112 surface acres of reservoir; dependable <br />water supply for Rawhide Powerplant would be provided; and current <br />and prospective West Slope waterriqhts and users of Colorado <br />River water would be compensated for loss of an annual average <br />depletion of 54,000 acre-feet of water. <br /> <br />~~mparison of Impacts of Viable Alternatives <br /> <br />See table 11-10 of FES. <br /> <br />IInresolved Issues <br /> <br />None. <br />
