<br />. <br /> <br />I. INTRODUCTION <br /> <br />A. Purpose of This Report <br /> <br />This report provides a summary of work performed under the <br />Uncompahgre Project System Optimization/Joint Use Study (SO/JU <br />~ Study) and findings to date. It describes modifications or <br />~) changes to the analysis presented in the 1982 Lower Gunnison <br />~j Basin unit (LGBU) Feasibility Report/Final EIS (FR/FEIS). The <br />C) primarv purpose of this report is to provide sufficient <br />information based on the completed study activities so that <br />decision makers can address the following issues: <br /> <br />1. Need or desire for the inclusion/elimination of a <br />Rehabilitation & Betterment loan as a form of cost <br />sharing or "buying down" the cost effectiveness of some <br />component(s)? <br /> <br />2. Preliminary selection of components of the LGBU <br />authorized plan which should be recommended for <br />construction in the final SO/JU Study report. The plan <br />will include portions or all of the deferred components <br />of the LGBU (i.e. the five canal and lateral systems on <br />the east side of the Uncompahgre River) . <br /> <br />. <br /> <br />3. Finalization of the desired type and format of the <br />study report and environmental documentation. Need for <br />a separate pre-construction report to move into the <br />construction phase. <br /> <br />4. If and how the report should be integrated with <br />NEPA documentation. <br /> <br />This report contains background information and status of <br />the Study in the remainder of the Introduction, and then <br />addresses the results of major study activities, i.e. design & <br />estimates, hydrosalinity, environmental aspects/mitigation <br />planning, and R&B repayment resources. Sections V and VI display <br />the projected investment and annual costs, and cost effectiveness <br />for each deferred component of the LGBU. <br /> <br />B. study concept <br /> <br />. <br /> <br />The concept of the SO/JU Study primarily involves a re- <br />analysis of the LGBU authorized plan (authorized by PL 98-569 of <br />October 1984) assuming that management, administration and <br />performance of the construction would become the responsibility <br />of the Uncompahgre Valley Water Users Association (UVWUA) , under <br />what is termed the "force account method". The UVWUA has <br />demonstrated the capability tQ realize significant cost savings <br />when compared with the costs associated with a traditional <br />Reclamation construction program. <br />
