Chapter 111- Affected Environment/Environmental Consequences

The movement of goods and services within a regional economy and expenditures
outside the region can be estimated using models which reflect production reql*ements
for goods and services within the proposed area of inlpact. This analysis utilized a
computer-based modeling program called IMPLAN Professional (Version 2.0).
Expenditures or revenues made within the region are inputted into the model to
calculate direct I , indirect, and induced effects of the economic activity. All values are
presented in 1999 dollars and revenues are considered to have been received in 1999.

Estimated impacts for all industries on a per-cOlUlty basis were measured using total
output, total value added, employee compensation and jobs. The total Output data were
obtained from the output, value added, and employment report that is part of the
IMPLAN data for each COWlty.2 Total output is a measurement of the rotal dollar value
associated with the inlpacts; it is equal to the total of employee compensation, proprietor
income, property income, indirect business taxes and employment. Total value added is
displayed because it is an accurate measurement of total income or bencfit associated
with employment in all industries in the COWlrv economy. Also displaycd are impacts to
employee compensation and total jobs. Table ill-_ provides the baseline data from
which impacts were measured using the IMPLAN model for the three colillties.
] Direct effects are production changes creared by the initial or firSt-rowld expendimres for goods and
services, Indirect effects arc production changes resulting from various rOlmds of re-spending of the initial
industries' receipts by industries which supply products and services ro the initial industry, Induced effects
are changes in economic activiry resl~ting from household spending of income earned direcrly or indirecrly
from the initial expendimre,
2 Toral ourput is a measurement of the toral dollar value associated with the impacts; it is equalro the
employmenr, which may be fuJ}--rime, parr--rime, or remporary.
