As the state grows, <br /> <br />more demands on water will be made by cities and industry. <br /> <br />Historically, agriculture has given way to other uses. <br /> <br />From a purely economic standpoint, perhaps, for example, <br /> <br />manufacturing and recreation should rank above agriculture. <br /> <br />From a preservation standpoint, perhaps fish and wildlife <br /> <br />and recreation uses should rank very high. Perhpps a <br /> <br />constitutional amendment would be necessary to give proper <br /> <br />preferences for the welfare of the state, whether it be <br /> <br />primarily economic, preservationist, or whatever. <br /> <br />Colorado, and perh~ps the nation, may be better of~ by <br /> <br />deciding that domestic, light manufacturing, fish and <br /> <br />wildlife,' recreation and power uses are best served by <br /> <br />using Colorado water for those purposes. Perhpps other <br /> <br />states are better suited, by climate and soils, for <br /> <br />agricultural purposes and by transportation facilities <br /> <br />for heavy industry. <br /> <br />E.
