<br />Originally, the work camp at West Portal \l.'as a mere col-
<br />lection of tents. and the center was poorly supplied with water
<br />and sanitary facilities, During the winter of 1904-05, this camp
<br />was moved about a mile to a more convenient location. Grad-
<br />ually, dining halls, bunk houses, storerooms, offices, a power
<br />house, machine shop, stables, and cottages for families were
<br />erected. Signs of civilization became evident at this community
<br />bearing the post office name of Lujane, Sewage and water
<br />systems were installed. There were policemen and sanitary

<br />churches, and a

<br />gust 1, 1905, about
<br />350 men w ere
<br />employed at the

<br />The work camp
<br />
<br />at River Portal was also initially composed of tent houses,
<br />
<br />In time these were replaced by frame structures covered
<br />
<br />with tarpaper. Because of the narrow shoreline. the River
<br />
<br />Portal community had to be built in part on rock debris
<br />
<br />from the tunnel excavation and in part up the steep slope of
<br />
<br />the canyon, Here each building had its OWn embankment
<br />
<br />foundation in order to give it land on which to stand, A large
<br />
<br />stock of supplies and spare parts for equipment was laid up
<br />
<br />here against those frequent times when the River Portal would
<br />
<br />be inaccessible bv road, At this location about ]40 men were
<br />
<br />employed," At the rim was located the milk ranch, with stock
<br />
<br />and cows to supply the village below,"
<br />
<br />The manifold difficulties encountered by this early recla-
<br />
<br />mation project are emphasized by this statement from the
<br />
<br />Fifth A nnual Report of the Reclamation Service:
<br />
<br />Before a proper appreciation of the difficulty of this work
<br />can be realized it must be recognized that in many respects it i~
<br />an unprecedented undertaking. At the present time an expendi-
<br />ture of nearly 100 horsepower is required for tunnel ventilation
<br />alone. Every car of material taken from the tunnel must be
<br />hauled an average distance of 2 miles before it reaches the dump.
