Edwards had made a <br />survey far a raad fram the west end af the prapased tunnel <br />heading up anta Vernal Mesa to' the head af the dam-site trail <br />and to' the rim abave the prapased east (river) tunnel heading, <br />a tatal distance af nine and ane-half miles.33 AlsO', Edwards <br />directed the canstructian af faur trails fram Vernal Mesa dawn <br />intO' the canyan as far as passible withaut having to' resart to' <br />blasting. Brush was cut away far a temparary wagan raad <br />alang the tap af'the mesa for a distance af twO' miles. In addi- <br />tian, a number af special excursians were made intO' the canyan <br />depths, especially at the dam site, where in Octaber saundings <br />were made." As might well be guessed, many af the investiga- <br />tians carried aut during the 1903 seasan were af the mast <br />hazardaus nature. Fartunately, there were nO' casualties. <br /> <br />During the winter af 1903-04, there was a recansideratian <br />af the lacatian far the tunnel; and it was decided, and SO'l <br />reparted on February 6, 1904, by McCannell, that a new laca- <br />tian abaut five miles east af the ariginal site wauld be sharter <br />and mare practicable.35 This new site, the ane accupied by the <br />tunnel taday, became designated as the "upper lacatian" ar <br />"baat landing lacatian." This was abaut the site surveyed back <br />in 1894 by Richard Whinnerah.36 Interestingly enaugh, in the <br />fall af 1900 W. H. Fleming had recammended cansideratian af <br />the 1894 survey site, painting aut that such a site wauld avaid <br />the canstructian of a dam and expensive flumes."
