INTRODUCTION <br /> <br />Request and Authority <br /> <br />The Bureau of Reclamation, Region 4, Department of the Interior, in <br />a letter dated August 14, 1962, requested the Public Health Service, <br />Department of Health, Education, and Welfare, to participate in the <br />water quality control aspects of the Bureau's planning for the Yellow <br />Jacket Project as set forth in the Federal Water Pollution Control Act, <br />as amended (33 U.S.C. 466 et seq.) The water quality control activities <br />formerly conducted by the Public Health Service have been transferred to <br />the Federal Water Pollutic,n Control Administration by P. L. 89-234. <br /> <br />Purpose and SC0~e <br /> <br />General objectives of this study are to assess the probable effects <br />of the proposed project on water quality in local streams and reservoirs; <br />to ascertain the benefits or harm resulting from changes in water quality; <br />to assess the suitability of the water fcr propused water uses; and to <br />determine the need for and value of storage for regulation of stream- <br />flow for the purpose of water quality control. The study covers Rio <br />Blanco, Moffat, and Routt Counties in northwest Colorado. The need for <br />streamflow regulation was studied not only for the present conditions, <br />but also for anticipated future conditions to the year 2065. <br /> <br />Since this study has been made in advance of any comprehensive <br />study of the Colorado River Basin, the findings presented are preliminary <br />and subject to revision upcn completion of ccmprehensive studies for <br />water supply and water quality managem?nt in the Colorado River Basin. <br /> <br />Acknowledgments <br /> <br />The assistance and cooperation of many state and federal agencies <br />and individuals are gratefully acknowledged by the Federal Water Pollution <br />Control Administration.
