Planners currently pnndering the pr'sp",ctive development of a <br />shale oil industry, howev"r, fc'res'2e th,,'najn population growth along <br />the Colorado River Valley betw<:>en R ifie and VceEeque, Colorado, which is <br />outside the study area. The timing and magnitude of a shale oil industry <br />is subject to a wide variety (,f opini.,ns.
