"Ted" Gill (R) of Fort Morgan and David <br />Hahn (D) of Aurora, would amend statutes governing the appro- <br />priation and use of water. Hamil said the <br />surface rights of senior appropriators were not achieved withcut <br />~reat cost. "They represent capital investments of hundreds of <br />dollars per acre, and their owners are entitled to protection." <br />Tom Giacomini, Sterling, a director who is also president <br />of Water Users Protective Association of District 64, termed the <br />bill "another attempt to kill the Narrows dam."
