"Ted" Gill (R) of Fort Morgan and David <br />Hahn (D) of Aurora, would amend statutes governing the appro- <br />priation and use of water. It provides that an appropriator <br />should combine the use of ditches with pumps, wells and other d.... <br />vices to satisfy the amount of his decree before pla cing . call <br />. on the river, thns forcing junior appropriators to stop .using-. <br />water until the decree of the senior appropriator has been satis- <br /> <br />r'i..e,t.;. <br /> <br />"This measure would plao..:e a burden and expense U.1-'V1~ Li..C <br /> <br />senior appropriator, who has a vested right to prior use of the <br />water, without any compensating requirement or obligation upon the <br />junior appropriator, Monte Pascoe, Denver, attorney for the district, <br />told the directors.
