I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

1615

during the middle 1970s focused on
diversifying the local economy. Colorado
Springs was advertised as a "best of the
West" City, with the climate, scenery and
cultural amenities emphasized in
magazines and in personal interviews with
business leaders. The campaign was a
great success and has led directly to an
emerging electronics industry center in
Colorado Springs. Several of these
industries have located here, bringing
with them job opportunities and a more
diverse economy.

Colorado Springs enters the 1980s as the
67th largest city in the United States with
231,600 persons, second only to Denver in
Colorado. The rapid growth experienced
in recent decades shows little signs of
abating as industry and people continue to
look to Colorado and the Sun bel t as a
good place to locate. This history of
planning and development of the City has
shown that, except for brief periods of
time, the form and amount of
development has been a result of
economic ond political forces rather than
conscious planning. Now, more than ever,
a process is needed which would guide the
location and type of development and
safeguard the quality of life.

IElaine Freed, A Brief History of EI Paso
County, 1980, p. 8.

2Saxon B.
