<br />~ <br />00 Project Organization <br /> <br />~. <br />, . <br /> <br />c <br /> <br />In each division a projoct organization would be neoded to contract <br />wi th the Governnent for ropo.ynent of tho roinbursable costs of construc- <br />tion and to naintain and oporate the pro~ect works. <br /> <br />- <br /> <br />The La Plata Water Consorvancy District is now being forr~ed in <br />Colorado as a neans of securing reservoir (levelopnent, and to sorvo as a <br />contracting agency for supplonental water fron tho suggosted Long Hollow <br />Reservoir. <br /> <br />~., <br /> <br />No organization has boen fomed to act 2.S a contracting agency for <br />supplonental wator fron Stuto Line Reservoir. <br /> <br />Rogional Bonofits <br /> <br />An average incroo.so in gross crop returns of ubout $11 per acre on <br />the New Mexico Division could be expected with project developnent. The <br />increased gross crop returns would amunt to nearly $42,000 annuelly. <br />Tho flood control protoction provi(lcd by stato Line Reservoir would <br />insure against interruption of irrigation at critical periods through <br />loss of diversion structures fron floods, with tho attendent loss of <br />crops. An average increased gross crop return of $19.00 an acro with <br />project dovelopnent on the Colorado Division would result in an annual <br />increase of sone $340,000. Thus the irrigated area in both states could <br />becono ntabilized and oost of the project famers and. Ik"JJ.Y of tho fam <br />laborers in the vicinity would bo prOVided opportunities for I~king an <br />adequate living. <br /> <br />Construction of the projoct would contribute lluch towurd stabilizing <br />the livestock industry in tho urea by providing increased suppHes of <br />forage and grain crops for tho wintering and fattening of :t'ango c2.ttlo <br />and sheep, resulting in a benefit to the general fam econony and pros- <br />peri ty of the surrounding reGion. <br /> <br />The increasod project land values resulting fron a dopondeblo water <br />supply, would brouden the tux base of the counties involvod, thus lighten- <br />ing the tn.x load on adjoining lends. <br /> <br />The greatly increc.sed purchasing power of projoct farrIers would be <br />of great value to local business ontorprise. The developnont of the <br />projcot would mko large reo.uctions in local rolief loc.ds through tho <br />resulting perrmnont enploynont. The project would, in offcct, "anchor" <br />the present population. <br /> <br />The construction period could, in providing opportunitios for enploy- <br />nent and an outlet for construction mtorial, be of benefit in tho adjust- <br />Dent period following the present war. <br /> <br />Those benefits would extend beyond the irElediute project CODnunity <br />to oore rernte areas o.n(l construction of the project is d(;siruble fron <br />the standpoints of the Sto.tes and the Nation, as well as that of the <br />COIJlJ.uni ty. <br /> <br />16 <br />
