There was 110 attempt to collect new <br />data. Progressive work involved first the basic elements <br />of the economic study and existing resource use and <br />availability. This was followed by a comparison of <br />projected demands with the capability, thus to deter- <br />mine future needs. Finally, framework plans and alter- <br />natives were conceived to determine the means, <br />constralllts, and problems in further utiltzmg the <br />resources to fulfill these future needs. <br />Findings of the Task Forces were considered by the <br />respective Work Groups. with Jdjustments as determined <br />necessary. Frol11 these, each Work Group developed its <br />respective appendix. All appendices were subjected to <br />Standing Committee review and revision. As the <br />appendices became available the Executive Group under- <br />took the drJfting of the Report. Two sets of <br />public meetings were sponsored by MB1AC and <br />conducted by the Standing Committee at several <br />locations in the basin near the end of the study. These <br />occasions provided a Illeans of acquainting the public <br />with the impending findings of the study. However, with <br />the plan's broad implications. the meetings elicited only <br />a few comments from non-agency sources. Agendes of <br />both the State and Federal levels made their primary <br />inputs as the study and reviews progressed through the <br />appendix and report st:fges. <br />Findings of the study are available in nine appendices <br />published in Volumes 2 to 7 as presented near the front <br />of this Report. Volume 1. This report retlects the <br />highlights of data from the appendices and includes in <br />addition the Conclusions and Recolllmendations. A brief <br />illustrated Summary is also avail3ble to give a general <br />perspective of the framework plan fur the Missouri Basin <br />and each of its eight subbasins.
