CONDUCT OF THE STUDY

The framework study progressed over the period
1964 through 1969 with the Task Forces and Work
Groups each assimilating existing data, generally through
1965. and developing findings for planning areas within.
and for eight subbasins and the main stem of the
Missouri River. There was 110 attempt to collect new
data. Progressive work involved first the basic elements
of the economic study and existing resource use and
availability. This was followed by a comparison of
projected demands with the capability, thus to deter-
mine future needs. Finally, framework plans and alter-
natives were conceived to determine the means,
constralllts, and problems in further utiltzmg the
resources to fulfill these future needs.
Findings of the Task Forces were considered by the
respective Work Groups. with Jdjustments as determined
necessary. Frol11 these, each Work Group developed its
respective appendix. All appendices were subjected to
Standing Committee review and revision. As the
appendices became available the Executive Group under-
took the drJfting of the Report. Near the end of the
study the Report WJS distributed to the Standing

Committee and the Water Resources Council for review
and comment.
Throughout the study periodic reports of progress
were made Jt the Missouri BJsin Inter-Agency Com-
mittee and Standing Committee meetings. Two sets of
public meetings were sponsored by MB1AC and
conducted by the Standing Committee at several
locations in the basin near the end of the study. These
occasions provided a Illeans of acquainting the public
with the impending findings of the study. However, with
the plan's broad implications. the meetings elicited only
a few comments from non-agency sources. Agendes of
both the State and Federal levels made their primary
inputs as the study and reviews progressed through the
appendix and report st:fges.
Findings of the study are available in nine appendices
published in Volumes 2 to 7 as presented near the front
of this Report. Volume 1. This report retlects the
highlights of data from the appendices and includes in
addition the Conclusions and Recolllmendations. A brief
illustrated Summary is also avail3ble to give a general
perspective of the framework plan fur the Missouri Basin
and each of its eight subbasins. As such, it comprises a
companion document to this, the Report.
