<br />0)1112 <br /> <br />Countless problems must be faced and resolved in the <br />development and management of water and related land <br />resources to meet the future needs of people. To this <br />end there has been recognition of the important respon- <br />sibilities of Fedeml <lnd Slate Governments 'in planning <br />for the prudent use of the natural resources to attain a <br />balanced and vigorous socia-economic strudure in each <br />major region and the Nation. Under a relatively new <br />concept of comprehensive regional framework studies <br />these agencies have collaborated ill preliminary, <br />reconnaissance-type resource investigations and reports. <br />Their objective is to provide broad-scaled analyses of the <br />water and related land resource problems, and to furnish <br />documentary appraisals of the probable nature, extent <br />and timing of measures for their short- and long-term <br />solution. In this process. projections are made for 50 <br />years - being quite dependable for 1980. less so for <br />2000, and only conjectural for 2020. This report is <br />concerned with the framework for guiding future plan- <br />ning and actions in the Missouri River Basin. <br /> <br />BACKGROUND AND AUTHORITY <br /> <br />To best understand the background and authority for <br />the Comprehensive Framework Study. Missouri River <br />Basin, it is necessary to consider the general setting in <br />both the basin and the Nation. <br /> <br />Missouri River Basin <br /> <br />The development of the basin's resources started over <br />100 years ago and the tempo has been increasing <br />steadily. The earliest efforts were associated with single- <br />purpose developments in connection with navigation, <br />mining, hydroelectric power, public water supplies, and <br />irrigation. More recently, these single-purpose projects <br />gave way to multipurpose-type developments, most of <br />which have been accomplished as Federal projects. These <br />projects are conceived basically to provide water supplies <br />for municipal and industrial use, irrigation, hydroelectric <br />power, and navigation; to provide flood control; and to <br />permit soil and water conservation measures. In most <br />projects there are specific and related be.nefits to fish <br /> <br />CHAPTER 1 <br /> <br />INTRODUCTION <br /> <br />and wildlife, recreation, water quality control, forest and <br />mineral resource development, and general business and <br />industrial growth. In addition, individuals, companies, <br />States, and local governments have participated in water <br />and related land resources development in the basin. <br />Multiple-purpose water resource planning in the basin <br />was first accomplisl.ed in the early 1930's when Federal <br />Government participation was limited largely to reclama- <br />tion ;JI1d navigation. In 1943 and 1944. respectively, the <br />Corps of Engineers and Bureau of Reclamation prepared <br />reports recommending extensive basin wide water <br />resource developments. The Congress, in the 1944 Flood <br />Control Al:l, expanded the 1938 general comprehensive <br />plan for the basin to include these developments. Later <br />the plans were supplemented and expanded to include <br />improvements on watersheds in the basin. Recently, <br />legislation and action programs h<lve been directed <br />tow:Hd recreation. fish and wildlife, quality of water, <br />and other related potentials. <br />The Missouri Basin Inter-Agency Committee was <br />formed in 1945. Its purpose is to interchange informa- <br />tion and coordinate the activities of Federal and State <br />agencies in the planning and development of water and <br />related land resources throughout the basin. Committee <br />membership includes the Governors of Colorado, Iowa, <br />Kansas. Missouri. Minnesota, Montana, Nebraska, North <br />Dakota. South Dakota, and Wyoming, and representa- <br />tives of the Department of Agriculture, Department of <br />the Army, Department of Commerce, Department of <br />Health. Education and Welfare, Department of the <br />Interior, Department of Labor, and Federal Power <br />Commission. <br /> <br />Nation <br /> <br />A Senate Select Committee on National Water <br />Resources was established in April 1959 to study the <br />relation of water resource activities in the United States <br />to the nationaJ interest. This Committee reached the <br />general conclusion that the nature, immediacy, and <br />gravity of water resources problems faced by the United <br />States vary greatly from region to region, but that all <br />parts of the Nation either have or will have such <br />
