c~HJJTS _DRAFT ENVm00:MENTAL StTEMENT
ON
FR YINGPAl'\-ARKANSAS PROJECT

COLORADO DIVISIO~ OF WILDLIFE

The following is a compilation of the comments of all staff men, hers
who reviewed the projcct Draft Environn-,ental Statement.

The Statement is comprehensive, but we feel that too much space is
devoted to operational data and descriptive material, much Qf which is
merely a reiteration, v,.rhile the actual im.pact on th~ environment is given
cursory coverage. This is especl211y true in Volurne 1, where only one
page carries the Litle of Fish and Wildlife. Overall, it appears that the
tendency is TT10re to\t/ard project justification than environment, accentuating
the positive and minil!,izing the negative. Further justification should not
bc necessary in a project in this st2-ge of development. The ,'eader must
wade through a mass of data, n'.uch of which rnay be of questionable relevancy.
A condensed statement should be much more effective.

Page
1-10,

II- 2 2

lI-2f>,

lI- 50

\Ve \vill iteluize the TIl.ore specific cornmcnLs:

VOLU,,;E I

Para #4 - Depl.:..:Liori of Ark?_nScl~ River water by the Malta diversion,
increasing the zone of pollution by Californi<< Gulch is not the onl y
factor to be considered.
