SUMMARY, CONCLUSIONS, AND RECOMMENDATIONS

A. S1JIIIllIBXY

Presented herein is a comprehensive report covering in deta11

the resu1ts of engineering studies on methods of alleviating the

salinity prob1em on the Lower Co1orado River.

The studies .....ere conducted entirely vithin the frame.....ork set

forth by the Senate and House Appropriations Committees in author-

izing fUnds to initiate these studies. These directives were

,1-
!
I
"
.

repeated 1ater in Senate Appropriations Committee Report No. 2178,

87th Congress,2d Session, which provided, in part, as follo.....s:

"The committee directs that the studies which are to be
made with this money shall not encompass a so1ution
requiring that water de1ivered to Mexico from the United
States bypass the More1os Dam; require that all water
delivered to Mexico from the Co1orado River be charged
against Mexico's allotment, as set forth in Artic1e 10
of the treaty; and that they include possible remedial
measures in all irrigated areas from which return water
f10ws into the Col.orado River below Hoover Dam. The
committee further directs that in connection vith studies
of proposed construction or operation on an irrigation
project, there be c10se coordination and consultation
with appropriate and responsible officials of such
projects . . .. The changed cropping pattern resulting

~l

therefrom wou1d resul.t in reduced total IllUlU8l irrigation in1'lows to
the district of 50,000 to 60,000 acre-feet througn the reduction of
high water use crops and doub1e cropping. . Total drainage outf1ows

couJ.d be reduced in a cODql81.ab1e amount.
