Review of past l'ecords of assessed values in the nine <br />counties comprising the conservancy district shows significant <br />increases over the past decade. It is anticipated that assessed <br />values in the district will increase in the future at a rate of <br />$7,900,000 annually or almost two percent a year. An allowance of $50,000 a year <br />has been assuned for administrative expenses of the district. The <br />remaining net revenues will then be available to assist in repayment <br />of OM&R and investment costs of irrigation and municipal water supply <br />in the basic project. <br /> <br />.- <br /> <br />Revenues from deliveries of irrigation water comprise ser- <br />vice charges on additional Twin Lakes supply, regulation and sUllll11er- <br />time release of winter water, and new project water supplies. A <br />charge of $.5.40 an acre-foot is proposed for project water. It is <br />planned that this rate would be varied over the repayment period <br />in accordance with agricultural prices or economic conditions as <br />permitted by law. The revised farm budget studies described pre- <br />viously support the $.5.40 per acre-foot charge from the standpoint <br />of the water users payment capacity. The proposed service charge <br />for regulation of additional Twin Lakes importations is $3.00 an <br />acre-foot. The corresponding proposed charge for regulation of <br />winter water is $2.25 an acre-foot. <br />
