<br />Legal Report. Mr. Beise stated that during the past three months major
<br />legal matters had been disposed of. The Repayment Contract had been
<br />executed, confirmation proceedings initiated and closed by the entry of
<br />a final decr28. and the contract was complete and final in all respects.
<br />The Trinidad Project's proposed decree with but minor immaterial
<br />modifjcGtions had been formally signed by the District Court at Trinidad;
<br />the stip11laticn for the re- opening of the same in the event the contract
<br />between the Purgatoire District and our District were not carried out,
<br />had been signed and filed in the identical form as presented to the Board;
<br />and th~ contract between the two districts as presented to the Board had
<br />been Gi.:;ned and all matters between the Trinidad Project and the South-
<br />eastern District were now closed. Mr. Beise stated that the Colorado
<br />Supreme Court had rendered it.s deci.sion in the Bond vs. Twin Lakes
<br />partition suit whereby a decree had been entered by the Supreme Court
<br />reversing the trial court and sustaining the rights of the Twin Lakes
<br />people to convey to the United States all their lands below the existing
<br />high water line and that Mr. Bond had a 20-year lease of the jointly
<br />owned lands above the high water line expiring' in 1971. He stated that
<br />this decree would greatly strengthen the hands of the Twin Lakes people
<br />ir. that in his opinion the Twin Lakes people could deal with the Federal
<br />G"Jverr:ment on their existing rights in much the same manner as the
<br />C. F. &1, He cautioned the Bureau that by delaying .the initiation of
<br />eminent domain proceedings the lease of Bond would be of less remaining
<br />life and therefore of less va.lue, thereby decreasing the amount of the
<br />aYlard to which Mr. Bond would otherwise be entitled. At the request of
<br />Mr. Boustead, Mr. Beise had contacted Glen Saunders as to his antici-
<br />pated ;.\.l~.r..G of utilizing House Ei.ll 1066 and was told that he planned to
<br />r8nder an opinion to his clients before taking any action.

<br />Mr. Sheun introduced Mr. Tom Farley, Representative from Pueblo,
<br />who paid compliments to the activities of the District. Mr. Boustead
<br />and Mr, Shoun and Mr, Sparks in the passage of Bills 367 and 1066,

<br />Engineering Committee. The president stated the committee's personnel
<br />would be settled at the next regular meeting of the Board; that develop-
<br />ments in integration of the Fryingpan and Homestake project were
<br />progressing; and that it would appe.ar that the best irrigation season in
<br />many years could be anticipated in 1965. This was confirmed by Mr.
