Crystal Dam impact statement is being cir- <br /> <br />culated for review and comment by cooperating agencies and the public. <br /> <br />One of the areas of most concern to us now is how the statements can be <br /> <br />prepared, circulated for review and comments, and filed with CEQ prior to the <br /> <br />plan approval or starting construction of those features in the current and FY 1972 <br /> <br />programs. Most of Region 4 direction for formulation of EIS and process for <br /> <br />review has been through the Federal Register; however, we understand other <br /> <br />Interior agencies have received guidance through manual and policy statements <br /> <br />from their Washington, D.C., offices. <br /> <br />13 <br />
