f')
(,', ',I

~~:

Recommendation

Because current data indicates sufficient coal "reserves" are available
for a 1,000 MW steam plant which could utilize 20,000 acre-feet of water
and because today's technology makes the appropriate coal reserve of 116
million tons economically mineable over the next 35 years, it is recom-
mended that 20,000 acre-feet be included in the project for the SDuthern
Ute Tribe.

Furthermore, if after 35 years significant advances in technology have
occurred, the available remaining portion of the 400 milliDn tDns could
become a viable "reserve" and the 20,000 acre-feet would be available
for continued operation. In this way the coal reserves could extend
t~roughout the theoretical lOa-year useful life of the project.

In addition, the tribe would not be incurring a tremendous annual cost
obligation. The projects stream depletion would not be significantly
incre~ed over that contained in the project at authorization, and project
, justification is not changed by using 20,000 acre-feet instead of the
, larger water supplies.

, '

,{.
