<br />. <br /> <br />. <br /> <br />. <br /> <br />o <br />CO <br />W <br />~ <br /> <br />HISTORY OF WATER RESOURCE DEVELOPMENT (Continued) <br /> <br />Based upon the Forum's proposal and supplement thereto, each of the <br />Colorado River Basin States held formal public hearings in accordance <br />with their individual authority and public participation requirements of <br />Public Law 92-500. As a result of the public hearings, the States <br />adopted the "Proposed Water Quality Standards for Salinity Including <br />Numeric Criteria and Plan of Implementation for Salinity Control, <br />Colorado River System, June 1975" and the "Supplement" thereto dated <br />August 26, 1975. Together these documents would constitute the ",ater <br />quality standards as required by Section 303 of Public Law 92-500 and by <br />the regulation promulgated in the Federal Register of December 18, 1974, <br /> <br />The EPA published a notice of Availability for Public Revie", and <br />Comment for the proposed Standards in the Federal Register of March 31, <br />1976, A 60-day period follo",ing publication ",as allowed for comments. <br />The State government administrators in all 7 states ",ere notified by <br />letter from EPA during the period November 8 to November 23 that the <br />standards have been formally adopted. <br /> <br />The following is a summary of the adopted standards: <br /> <br />Summary <br /> <br />The Federal Water Pollution Control Act Amendments of 1972, P.L. <br />92-500, in Section 303 require the adoption of ",ater quality standards <br />applicable to interstate waters. Pursuant to that requirement, the <br />Environmental Protection Agency on December 18, 1974, issued a regula- <br />tion requiring the States of the Colorado River Basin to adopt water <br />quality standards for salinity, consisting of numeric criteria and plan <br />of implementation for salinity control, The standards were to be sub- <br />mitted for approval to the Environmental Protection Agency on or before <br />October 18, 1975. <br /> <br />This report, prepared by the seven State Colorado River Basin <br />Salinity Control Forum, presents in a single document the ",ater quality <br />standards for salinity submitted for adoption by each of the States in <br />the Basin. The standards are to be reviewed at three-year intervals and <br />modified, if appropriate. <br /> <br />Consistent with the regulation, the recommended flow-weighted <br />average annual numeric salinity criteria for three locations in the <br />lower main stem of the Colorado River System are as follows: <br /> <br />Beloll Hoover Dam <br />Belo", Parker Dam <br />Imperial Dam <br /> <br />Salinity <br />in mg/l <br />723 <br />747 <br />879 <br /> <br />21 <br />
