Well means only those wells used for irrigation or drainage <br />and having a capacity of more than one hundred gallons of <br />water per minute. <br /> <br />The term a "reasonably safe supply" has not yet been construed or <br /> <br />defined by the State Supreme Court or by an administrative regulation. <br /> <br />In view of the legislative purpose, a groundwater basin or a subdivis~on <br /> <br />thereof is probably considered as no longer having "a reasonably safe <br /> <br />supply" for irrigation, and is therefore a critical groundwater area <br /> <br />when the total annual withdrawal, from both irrigation and exempted wells, <br /> <br />exceeds the annual recharge. <br /> <br />6. <br />
