nOOOS2

WATER SUPPLY FOR THE SAN JUAN-CHAMA PROJECT

7

ADEQUACY dF WATER SUPPLY IN THE SAN JUAN BASIN

The second part of my study' involves the question of whether the
long-time flows physically avaIlable in the San Juan Basin are suffi~
dent, with the regulation from storage in the Navajo Reservoir, to
supply the water requirements of existing developments in the basin,
the requirements of potential developments in Colorado including the
Animas-La Plata project, the requirements of the proposed Navajo
and San Juan-Chama projects, and the foreseeable water needs down-
stream from the Navajo Reservoir. Also involved is the determina-
tion as to whether the proposed uses in New Mexico are within New
Mexico's expected entitlement to water.
The basis for all the hydrologic studies of the San Juan Basin is
the records of historic flow. The three points of measurement most
important from the standpoint of the projects under consideration
and the diversion of SanJuan Basin water between Colorado and
New Mexico are on the San Juan River at Blanco, on the Animas
River at the Tefts diversion site and on the San Juan River at
Farmington below the confluence of the Animas River. The long-
tiille historic flow at these three points is shown in the following
tabulation:
Flows at Farmington, N. Mex.
The long-time historic flow at the Farmington gage, located below the con-
fluence of the Animas, is about 1,900,000 acre-feet. The following table shows
recorded and estimated flows of the San Juan River at Blanco, Animas River
at Tefts diversion site and San Juan River at Blanco.

Historic flows
[1,000 acre-feet] _

San Atrlmas San San Animas San
Juan River Juan Juan River Juan
Year ending Sept. 30- River at Tefts River Year ending Sept. 30- River at TeCts River
at diver- at at diver- at.
Blanco sion Farm- Blanco sion Farm-
site ington site Ington

1913_._____._________.__ ________ __n_____
1914___~.__~_____________ 11,440 .________
1911i_____________________ 11,705 .___.____
1916_____________________ 1},890 .________
1917__m'___________:___ 11.990 n.._____
1918_______.___"._____.. 1785 nm_...
1919--__________________. 11,240 ___n__n
192Om.___________.n___ '2,275 _________
1921-____________________ 11,5.25 .____u._

1922_____________________ 11, 380 _~_~__~__
1923________~_..__________ 11,205 _~_______
1924__________h______~___ 11,200 _________
1925--.__________n______ 1855 _________
1926___hh__________h_____ 11,045 _________
1927--______.____________ 11,710 ____nn_
1928______m_m_____m 860 '394
1929__________________~__ 1,514 21575
1930.n________________u 886 '388
1931--,,___u___m__n__ 550 '236
193L.____u______mn_ 1,860 '525
1933--______________.____ 696 '337
1934--____mu__________ 355 '.172
1935-.n.___n______n.__ 1,504 '.436
1936m__________u______ 934 '366
1937--___nn__n________ 1,408 l' 381
1938m..___"________u' 1,435 '520
1939,__u__________nn_~ 729 '298

1,61)0
2,600
2,600
2,930
3,290
1,410
2,180
3,700
2,730
2,530
. 2,057
1,855
1,572
2,019
2,962
1,534
2,617
1/537
908
3,010
1,200
630
2,296
1,513
2,110
2,412
1,257

1940n________n_______._ 009
194Ln____________m___ 2,351
194Ln_______n________ 1,652
1943m______________".w 737
I944_________~___~...._____ 1,235
I940mm__mnn.__m 868
1946--____mm.________ 392
1947--_____u___um____ 567
1948m_____nnn______. 1,267
1949_m_____n____.___u 1,389
1950__._.n___n_________ 535
1951--______________,,_n 331
1952_n_.u______________ 1,490
1953m____n__m______. 6le
1954mm..um________ 514
1955-._________m_______ '48S
1956--______________n___ '492
1957--______n___mwn '1,432
1958--________________w 31,389
1959mnnn_n_n______ . 308
1960__n~__~_h___d______ -31,024

Average for period of
recordu_________u___ -1,119

Number of yev.rs of
record___uu__________ 47

2270 885
, 725 3,659
, 524 2,707
2393 1,304
, 553 2,069
2404 1,416
, 334 790
, 490 1,299
, 528 2,133
.
