<br />lands, Prescribed fires for resource enhancement or
<br />fuel hazard reduction could occur throughoUI the
<br />Planning Area in accordance with approved
<br />prescribed bum plans, A site-specific bum plan and
<br />Environmental Analysis (EA) would be prepared
<br />prior to authorizing any prescribed bums,
<br />
<br />Withdrawals and Classifications. Public lands
<br />currently under withdrawal would continue to be
<br />withdrawn, unless modified in a management unit
<br />prescription, Periodic review of existing withdrawals
<br />would be conducted to determine the need for each,
<br />About 54,047 acres would be withdrawn from
<br />mineral entry and location through BLM protective
<br />withdrawals within the following areas: Alpine Loop
<br />National Backcountry Byway; Red Bridge and The
<br />aate campgrounds; Powderhorn Primitive Area and
<br />Cachetopa Canyon SRMAs, Management Units 2 and
<br />3 respectively; the American Basin, the Slumgullion
<br />Earthflow National Natural Landmark, and the Dillon
<br />Pinnacles ACECs, Management Units 4, 6, and 9
<br />respectively; and isolated parcels along Cebona
<br />Creek,
<br />
<br />Other agencies' miscellaneous withdrawals would
<br />continue until relinquished, If relinquished, and if
<br />the lands are determined to be suitable for BLM
<br />management, these withdrawals would be revoked, If
<br />opened for BLM management, these lands would be
<br />managed according to this PRMP,
<br />
<br />Waterpower and Storage Reservoir Sites. Lands
<br />withdrawn for these purposes would be managed for
<br />potential water power and storage purposes, Before
<br />uses occur or facilities are developed that could be
<br />jeopardized by water power or storage reservoir
<br />projects on public lands withdrawn for those
<br />purposes, the Federal Energy Regulatory Commission
<br />(FERC) would be consulted regarding withdrawal
<br />status and the need for the withdrawal, Inventoried
<br />and potential sites would be managed for future water
<br />power purposes unless higher priority resource uses
<br />would be implemented. Management Units I 3 10
<br />14, and 15 would be recommended to be cio~ t~
<br />the development of water power or storage reservoir
<br />projects,
<br />
<br />Areas of Critical Environmental Concern. Six
<br />separate areas on public land, totalling about 42,261
<br />acres in Management Units 4 through 9 respectively,
<br />would be designated as the American Basin,
<br />Redcloud Peak, Slumgullion Earthflow National
<br />Natural Landmark, West Antelope Creek, South
<br />Beaver Creek, and Dillon Pinnacles ACECs, These
<br />ACECs would be managed according to their
<br />respective prescriptions, A management plan would
<br />be prepared for each ACEC, or their management
<br />direction would be included in an activity plan for a
<br />larger, adjacent area.

<br />Hazards Management, Hazard sites or areas would
<br />be reviewed on a case-by.;:ase basis and remedied to
<br />the degree necessary to protect public safety and
<br />health, Activity plans would consider the remediation
<br />of known hazards, Coordination and cooperation
<br />with appropriate state or other agencies to remedy
<br />hazard sites would continue,
<br />
<br />Hazardous Materials Management. Locations on
<br />public lands showing evidence of hazardous materials
<br />would be inventoried and examined on a case-by-case
<br />basis, and remedied to the degree necessary to protect
<br />public health, safely, and public or private property,
<br />Coordination and cooperation with appropriate state
<br />or other agencies to properly manage hazardous
<br />materials would continue, Activity plans would
<br />consider the remediation of known hazards.
<br />
<br />Trespass dumping and littering on public lands would
<br />be controlled through public awareness, signing, and
<br />monitoring.
<br />
<br />Law Enforcement. Bureau patrols and law
<br />enforcement activities would be conducted on a
<br />priority basis, Information dissemination and
<br />education would be carried out by BLM rangers
<br />during regularly scheduled patrols or public contacts,
<br />
