<br />CHAPTER ONE <br /> <br />Fishery Resources (Aqualic HabilaJ) <br /> <br />Fishery streams and associated riparian areas would <br />be managed to improve their overall condition in <br />order to enhance fisheries. Streams and squatic <br />habitat would be inventoried and monitored to <br />determine site-specific management strategies that <br />would be implemented .. setivity plans are carried <br />out. The BLM and Forest Service Recreational <br />Fisheries Policy, 1990, would be implemented. <br />Measures designed to prevent fishery stream or <br />riparian zone deterioration would be required in all <br />plans for surface-disturbing setivities, <br /> <br />Instream water flow appropriations would be pursued <br />on 113 miles of fishery streams in order to ensure a <br />sufficient amount of water for fisheries mainteosoce <br />and protection, About 57 miles of streams in <br />Management Unit 15 would be intensively mansged <br />to improve fishery conditions, <br /> <br />Livestock grazing would be temporarily eliminated <br />along North Willow Creek in grazing Allotment 6202 <br />(in the West Antelope Creek ACEC, Management <br />Unit 7), and within 114 mile of Los Pinos Creek in <br />unit 13 in order to sIlow riparian conditions to <br />recover. Fishery improvement projects would be <br />permitted in the Powdernom Primitive Area SRMA, <br />Management Unit 2, if compatible with the objectives <br />of the unit. <br /> <br />Livestock GraziDll Management. About 470,460 <br />seres of public land suitable for grazing would be <br />available for grazing in existing aIlotments, with <br />about 46,904 Animal Unit Montha (AUMs) being <br />available for allocation. Public lands unsuitable or <br />unavailable for livestock grazing would continue to be <br />excluded from livestock grazing unless monitoring or <br />other sources of data indicate that the areas may be <br />used for grazing, Public lands suitable for grazing is <br />defined in this document .. those lands that contain <br />those physical features that are conducive to domestic <br />livestock grazing, regardless of whether grazing is <br />currently permitted, Lands unsuitable for domestic <br />livestock grazing do not po....s these features, <br />About 64.192 seres have been identified in the <br />Planning Area that are not suitable for grazing. <br />Livestock use would be restricted, either seasonally <br />or otherwise, On approximately 201,644 seres <br /> <br />of public land, Allotment categorization would be <br />re-exsmioed .. needed based upon a change in <br />categorization factors identified from monitoring data <br />or other management and resource infonnstion, <br />Allotment categorization and mansgement levels in <br />the 1987 Rangeland Program Summary update would <br />continue for all 'M' and 'C" allotments, unless <br />monitoring data or other management or resource <br />infonnstion indicate adjustments are necessary, On <br />category "I" allotments, existing management and/or <br />forage allocation levels would be adjusted if <br />necessary to sehieve or maintain a desired plant <br />community and to meet the following resource needs: <br /> <br />1) a forage utilization level in uplands would <br />be maintained dUring the grazing period of <br />use that would allow for plant health or <br />mainteosoce, watershed cover needs, and <br />that would provide quality forage and <br />wildlife cover, Within allotments not <br />covered by setivity plans or grazing <br />agreements that prescribe grazing strategies <br />designed to meet these needs, the maximum <br />use level in uplands during the grazing <br />period of use would be 40-60 % of the <br />current year's production by weight on key <br />forage species, <br /> <br />2) forage utilization levels in riparian zones, <br />except those in units 14 and 15. would not <br />exceed 40 % to 60 % of key berl>aceous <br />forage species, with a 2-112 inch minimum <br />stubble height that would be maintained <br />throughout the grazing period of use. <br /> <br />3) a minimum stubble height of 4' within all <br />riparian zones in Management Unit 14 <br />would be maintained from June 15 through <br />July 31. and a minimum stubble of 2 112' <br />would be required at all other times. <br /> <br />4) a minimum stubble height of 4" in all <br />riparian zones in Management Unit 15, and <br />some in unit 2, would be maintained during <br />the grazing period of use. <br /> <br />Livestock grazing in some Management Units would <br />be further modified to resolve resource conflicts, and <br /> <br />1-4 <br />
