-LL-

--;'.;--.:',.,-,,';':"-',.":'

,-::!

SYNOPSIS

The Central utah project, as outlined in this report, would provide
for the multiple-purpose use in utah of water tributary to the Colorado
River. The project plan is correlated with a broad plan for the fullest
possible development of the land and water resources of the Upper Colo-
rado River Basin. The project is among the first developments recommended
by States of the upper basin for participation in the benefits and
revenues of the Colorado River Storage project, the master project in the
plan for upper basin development. Additional infonnation on the relation
of the Central utah project to the storage project is given in the Bureau
of Reclamation report of December 1950, entitled Colorado River Stor~e
Project and Participati~ Projects.

The Central Utah project would intercept streams draining the southern
slope of the Uinta Mountains in the Uinta Basin and would convey the water
by gravity flow through the Wasatch Mountains to the Bonneville Basin. The
water would be collected by an aqueduct leading to a storage reservoir high
in the Wasatch Mountains. From the reservoir the water would drop through
a series of hydroelectric power plants before being used for irrigation,
municipal, and industrial purposes. Replacement water and water for addi-
tional development in the Uinta Basin would be provided by a major diver-
sion from the Green River and by smaller developnents on local streams.

."?
:~

The project is of such magnitude it has been planned in two parts--
the initial phase, a unified portion that could operate independently,
and the ultimate phase. The two phases combined make up the comprehen-
sive plan. Sufficient investigations have been made of the comprehensive
plan to show its engineering feasibility. Detailed investigations have
been completed only on the initial phase.

i

,..,"

:;'

Engineering and economic data on the Central Utah project are
briefly given in this synopsis and presented in detail in the attached
substantiating materials. The data are presented as a basis on which
the project plan may be evaluated and its initial phase authorized.
Preliminary reports on the initial phase, included in the substantiating
materials, have been made by the National Park Service, Bureau of Indian
Affairs, and Bureau of Mines, agencies of the Department of the Interior;
the Corps of Engineers, Department of the Army; the Forest Service,
Department of Agriculture; and the Public Health Service, Department of
Commerce. The Fish and Wildlife Service, Department of the Interior,
has prepared reports on the Vernal and Jensen areas in the Uinta Basin
and has submitted a letter-type report on the remainder of the project
area. Further studies will be made by these and other l345encies as the
project investigation is expanded.
