.

.
-

.

.

m

. \-,
.....

..,J<
.-'~
c.:>
c:..

The anticipated cost to develop, design, and construct the Western Resource
Transport Project over a 5-year period (1985-89) is $1.16 bill ion for the
10-million-ton-per-year system. An additional $121.8 million would be
required for the 1993-94 expansion to 15 million tons per year.. Detailed
financial analyses for the salinity control projects will be performed
during 1985 as studies and planning, progress. Aquatrain, Inc., is now
seeking letters of intent from other firms for private capital to finance
the project and is pursuing supply and market commitments for coal and car-
bon dioxide.

Scheduled to begin in 1985 are design and construction of a demonstration
facility to confirm the liquid carbon dioxide transport technology. The
feasibility of this technology has been established by a small pilot test
loop, and a commercial-size demonstration system is needed to obtain
design, operation, and maintenance data. The facility will be sited at an
existing powerplant, and discussions have been initiated to determine
possible cooperation on the facility.

Activities needed to prepare the environmental impact statement, satisfy
all National Environmental Policy Act requirements, and obtain Federal and
state permits will be done in parallel and are scheduled to run from January
1985 through December 1986. The open planning process will continue to
be used in formulating the projects to identify and address the concerns of
the public and special interest groups.

2
